Duties

Help
  • Serves as the senior staff advisor to the DTIC Administrator and Defense Research and Engineering, Research and Technology on the capture and dissemination of industry?s research and development efforts.
  • Serve as DTIC lead for Independent Research and Development work efforts, coordinates database design, re-design, and input; and provides support for dissemination.
  • Work to implement DFARS 231.205-18(c)(iii)(C). To provide the analyses and information support systems necessary to collect and share operational requirements between all Independent Research and Development service partners.
  • Drafts tactical planning goals and project plans for DTIC, as necessary. Plans, directs, and conducts investigations and performs analysis necessary to monitor and evaluate on-going management supporting database programs.
  • Briefs the Enterprise Content Management Director, DTIC Administrator, senior executive service (SES) science and technology heads, senior military services officers, and senior managers and stakeholders within industry, as necessary.
  • Provide recommendations to the DTIC Administrator, Defense Research and Engineering, Research and Technology and USD Research and Engineering, and other stakeholders.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Experience in applying analytical principles and practices to evaluate processes and systems in order to recommend courses of action, analyzing and assessing program operations to make recommendations and improve technical processes and procedures, and presenting findings and recommendations to optimize operations in a professional manner.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
