Summary

As Facilities Electrical Engineer within the Maintenance and Operation Branch of the Center Operations Directorate at Langley Research Center you will be responsible for operations and maintenance of the high voltage electrical distribution for the center. You will oversee engineering design, modification, evaluations, specifications, construction, maintenance, repair, operational capabilities, and systems safety for the system, including the systems that support research facilities.

Help
  • Designs or develops the electrical systems used to power or control research facilities, and the equipment associated with them, e.g., wind tunnels, test stands, laboratories, space environment chambers, flight simulators, computational facilities.
  • Provides consultations involving assessment of engineering design, modification, evaluations, specifications, construction or production, maintenance, improvements, repair, logistics support, operational capabilities, and systems safety.
  • Consults on broad projects and programs with national impact. Consults at all levels of management, headquarters, other federal agencies, in the design/construction of facilities to provide advanced research and development testing capabilities.
  • Establishes and maintains liaison with program managers and works closely with their representatives to ensure that concerns such as proper facility, operations, or systems performance requirements definition, and adequate funding are met.
  • Plans, guides, coordinates, and manages the work of subordinate, secondary, and matrixed resources engaged in accomplishing the missions and functions of the organization.
  • Provides engineering analysis for projects, and in advance planning of new systems and capabilities of all applicable agency programs and areas of concern and responsibility, such as the development of significantly improved power systems.
  • Participates in design reviews and determines, develops, and defends requirements. Evaluates findings for use and applicability to programs, projects, such as challenging agency and national standards for power distribution systems and components.
  • Maintains an understanding of electrical safety fundamentals and be able to make tactical decisions based on well understood safety principles.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level

  • Managing electric distribution system, large substation and switch gear repair and construction projects;
  • Directing preventive maintenance of electrical equipment including large motor drive systems;
  • Developing projects to repair or replace electrical distribution systems including substations, transmission lines, duct systems and switches.

Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
