Working as an IT Specialist (Systems Analysis) in the Office of Information Technology, Platform Services Office, you will be responsible for information technology support of FOIA, eDiscovery, and audit requests in support of the Creating Helpful Incentives to Produce Semiconductors for America (CHIPS) program. Maintains and assist users with collaboration tools, specifically in support of the CHIPS program. This includes setting up collaboration tool administrative controls, and configuring automated capabilities for processing FOIA, eDiscovery, and audit requests. Advise and troubleshoot NIST staff and associates on the use of code collaboration tools. This includes supporting continuous integration and continuous deployment pipelines. Train users on git features such as pushing, pulling, and branching. Responsible for assisting new program employees and associates with collaboration tool support. Provide recommendations on the use of evolving collaboration tools and source code security opportunities, specifically in support of the CHIPS program and with a focus on secure source code collaboration. This includes low-code, no-code, API use, code-sharing platforms, and tools to evaluate source code security.

Qualifications:
Basic Requirements:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience:
In addition to the basic requirements, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-12 level (ZP-III at NIST). Specialized experience is defined as: using information technology tools appropriate for Freedom of Information Act (FOIA), eDiscovery, and audit requests. An in-depth understanding of the FOIA, eDiscovery, and audit capabilities present in cloud collaboration platforms, and demonstrated experience using those capabilities. Experience in three or more of the following code collaboration products: Gitlab, Github, continuous integration and continuous deployment pipelines, Google Colab, Microsoft PowerPlatform, and Microsoft PowerApps. Experience with these git commands: git branching, git pushing, git pulling, git rebasing, git remote. Able to advise others on git command usage within the software development lifecycle. Experience with continuous integration and continuous deployment pipelines.

Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
