Duties

Help

This position is that of a Tier 1, has initiated and is in process of completing 2 years (which includes at least 2000 hours, full time, post masters supervised clinical experience) credentialed clinical counselor located within the Counseling and Advocacy Program (CAP) at the Fleet & Family Support Center. Provides direct service in the form of counseling individuals, couples, families, and groups on matters pertaining to family dynamics, parent-child interaction, couples communication, stress reduction, adjustment to military lifestyles, Family Advocacy Program (FAP) case management, treatment services and psycho-educational training programs. Clinical counseling includes the psychosocial assessment of individuals, development of treatment plans, treatment delivery, and appropriate referral. Case management services include the identification, reporting risk assessment, safety planning, psychosocial assessment, treatment planning, treatment, referral, and follow up of child and spouse abuse allegations for active duty military members and their families.
Cases may involve difficult and complex family problems including dual diagnoses, violence and impulsivity and a variety of other mental health problems. Provides short term, solution focused psychological counseling for individuals, couples, families, and groups of people in crises and provides case management under supervision of the Clinical Supervisor/FAR.
Assesses individuals/family needs; explores basic personality structure in relation to behavior patterns, mechanism and symptoms. Receives and assesses referrals made by military and civilian agencies. Initiate, develop, and facilitate group treatment programs to address the needs of families, such as marital groups, and child and adolescent groups. Demonstrates effective clinical assessment skills by identifying crisis situations, e.g,suicide or homicide risk, danger of physical or sexual abuse to family members and increase risk of further family violence. Maintains clinical case records, treatment plans, and statistics in accordance with Navy policies and regulations and updates Management Information System data collection programs as required. Responsible for compliance with FFSC quality standards and Clinical Source Guide. Identified and/or develops marketing and other information materials that support the mission of the Counseling and Advocacy program within FFSC. Incumbent is under the direct supervision of the Clinical Supervisor/FAR for both clinical and administrative supervision. Other collateral duties and tasks as assigned.

Conditions of employment

Clinical supervision hours may be provided by CAP supervisor. Supervision hours may also be obtained in the community, at no cost to the Navy. It is the employee's responsibility to obtain necessary supervision for their clinical licensure.

Successful completion of a formal childcare background check and be able to obtain and maintain Secret security clearance.
Position is subject to the Health Practitioner Credential Review and Privileging requirements. Candidate must be able to be privileged at Tier II or Tier III per SECNAV 1754.7A.

Occasional travel outside the local commuting area may be required. Incumbent may be required to travel for up to two weeks to attend or provide training.

Qualifications

  • Possess a master's degree in of the following clinical fields:
  • Marriage and Family therapy from a program accredited by Commission on Accreditation for Marriage and Family Therapy Education or an equivalent degree OR
  • Social Work from a school accredited by CSEE or an equivalent degree or
  • Psychology from a doctoral program approved by APA or an equivalent degree
  • Eligible for State licensure or state certification that provides legal authority to provide clinical services as an independent practitioner. Licensure shall be completed within a 12 month period. The state licensing or certification requirements include a written examination, candidates must have achieve a passing score on that examination. Will promote to GS 11 level pay upon receipt of clinical license.
Tier 1: Has initiated and is in the process of completing 2 years (which includes at least 2000 hours, full time, post masters supervised clinical experience. This position is that of a Tier 1 or Tier III credentialed clinical counselor,.
  • Knowledge of military lifestyle that furnished the employee with an understanding of the specific demands of military lifestyles, such as frequent separations, and high stress working environments
Ability to present sensitive, at times controversial information to groups of people in a clear, concise manner
Knowledge of dynamics and diagnostic skills necessary for family violence identification, risk assessment, and safety planning.
  • Ability to effective interview, and clinically respond to the needs of clients including assessing suicidal and homicidal and substance abuse.
  • Ability to communicate in writing to develop and prepare case management memos, correspondence and reports; to documents psycho-social assessments, treatment plans and CRC/IDC reports, to develop lessons plans for
Briefing and classroom presentations.

Education

Master's degree in one of the following clinical fields; Marriage and Family Therapy, Social Work, or Doctorate in Psychology from an accredited college is required.

Licensure shall be completed within a 12 month period.
