Summary

Serves as the Deputy Assistant Administrator (DAA) and Deputy Chief Information Officer for the Information Systems Division (TC) with full technical responsibility for leading the management, administration and execution of the development, implementation and operation of program policies and procedures pertaining to the Drug Enforcement Administration's (DEA) Information Technology Program (IT). The IT Program supports all domestic and foreign DEA offices located around the world.

Duties

Help

Serves as the principle advisor to the Assistant Administrator for all matters involving the Drug Enforcement Administration's Information Technology programs. The incumbent provides authoritative advice on all IT program areas.

Conceives plans, directs and coordinates through subordinate managers, the full range of IT services required to meet the needs of DEA. Incumbent oversees the management, development, implementation, and evaluation of state-of the-art, cutting-edge, global information technology solutions, ensuring that they meet DEA's mission requirements.

Responsible for response to the requirements identified by information systems users in the development, testing, integration, implementation, evaluation, operation and maintenance of information technology systems used to secure DEA's mission.

Designs and develops strategic plans to ensure a sound integrated IT architecture and promotes effective system design and operation of all IT systems.

Analyzes and evaluates the effectiveness of IT projects and operations, ensuring that technical performance measures are met and that projects remain within budget and on time.

Provides guidance and recommendations to senior agency officials and subordinates on advanced systems projects and resolves critical problems in a timely, cost-effective manner.

Develops and defends budget estimates and related justifications, accountable for ensuring that funds, positions, property and other assets are properly used and within the operating budget.

Incumbent takes necessary measures to ensure consistent interpretation of the laws, policies, plans and procedures within the OCIO. Responsible for planning, directing, and managing special government-wide IT initiatives and projects.

Qualifications

Qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management, and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position. Applicants must meet the qualification requirements by the closing date of this announcement. Eligibility for this position will be based upon a clear showing that the applicant has experience of the scope and quality sufficient to effectively carry out assignments of the position.

Applicants are required to submit a narrative statement for each of the five mandatory Executive Core Qualifications (ECQs) and each of the Mandatory Technical Qualifications (MTQs). EXECUTIVE CORE QUALIFICATIONS: To receive serious consideration, applicants for this position must demonstrate successful performance and creative leadership in prior managerial position(s).   5. BUILDING COALITIONS/COMMUNICATION: Demonstrated ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofits and private sector organizations, foreign governments, and/or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS: Applicants must submit a statement for each of the MTQs listed below. Please give a complete and detailed answer for each mandatory qualification. Statements shall be limited to a maximum of ONE page per MTQ.

MTQ 1 - Expert knowledge of best practices in information technology management and acquisitions, and skill in managing complex IT programs that support an enterprise vision, create improved customer service, and ensure IT program performance in a large, geographically-dispersed organization.

MTQ 2 - Experience in applying knowledge of system development methods, IT operations and cybersecurity to major acquisition programs to achieve the desired outcome of supporting the mission at the best value for the government.

MTQ 3 - Successful performance in this position requires progressively responsible experience in the management, administration, direction, and control of Information Technology programs.

Education

Education: All academic degrees and coursework must be from accredited or pre-accredited institutions

Desired Education: Desired Education: Undergraduate or Graduate Education or equivalent experience.

Additional information

Direct Deposit: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
