Help

Plans and directs NAII Trustworthy AI program, while serving as a senior advisor, supporting the Chief of Staff and the Director of the NAII for National Trustworthy AI program directives. Ensures NAII's Trustworthy AI program is technically and functionally aligned with principles for trustworthy and responsible AI described in federal standards, guidelines, and directives, including but not limited to Executive Order 13960, the White House Bill of Rights, and the emerging NIST AI Risk Management Framework (RMF). Oversees the development of specifications, performance work statements, and quality assurance surveillance plans related to AI Ethics, Compliance, Policy, Privacy, Quality Assurance, ensuring alignment to VA's Zero Trust Cybersecurity strategy, and other significant and wide-spanning programs in Trustworthy AI. The incumbent exercises authority to set long-range plans, goals, and objectives that integrate Agency policies and organizational needs related to advancing the Trustworthy AI program and initiatives throughout VA, ORD, NAII. Develops, modifies, and/or interprets staff performance standards. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of career goals, skills, qualifications, and mission requirements. Initiates action to correct performance issues. The incumbent supervises a team of 5 employees ranging from GS-13 to GS-15 in the Trustworthy AI program.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/01/2023.

Individual Occupational Requirement: Positions in the occupational series 1560 MUST MEET 1 of the following bullet points:

Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
-OR-
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 15 position you must have served 52 weeks at the GS 14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Experience with cybersecurity and privacy (especially Zero Trust).
  • Experience with programming and software systems engineering including performance modeling and algorithm analytics (e.g., scalability, fault tolerance, reliability)
  • Experience performing administrative duties to independently manages projects through to their conclusion.
  • Experience planning and directing NAII Trustworthy AI programs while serving as a senior advisor.
  • Experience with supervisory duties such as employee performance standards, providing feedback and correcting performance issues.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: This is primarily a sedentary position. Some standing or walking may be required for attendance at meetings and conferences. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.

Work Environment: The employee works in an office setting. Work is performed in an environment that poses everyday risks or discomforts, and which requires normal safety precautions and practices typical of offices or meeting rooms.
