Duties

As an Accountant (Internal Controls), you will

  • Performs the audit liaison function for the annual financial statement audit and/or the OIG/GAO audits to ensure that audit/information requests meet prescribed specifications within established timeframes;
  • Reviews and evaluates financial documents (i.e. invoices, travel vouchers, timesheets, purchase orders/contracts) for validity, adequate supporting documentation, and compliance with applicable regulatory requirements.
  • Responsible for the OMB A-123 Internal Control program to include the audit liaise role for the Payment Integrity program. This position will conduct reviews and examinations for a variety of financial activities within the agency and present findings and recommendations, as well as implement solutions.
  • Drafts written reports and recommendations for improvements, and presents them to team lead, management, and peers. Works to obtain buy-in of changes to strengthen controls and improve processes. Develops training materials and conducts training.
  • Leads a variety of teams, projects, and tasks; reviews progress reports and work products; establishes overall objectives; and assists in completing annual goals for the office.

Qualifications

Applicants must meet all qualification requirements by the closing date of the announcement to be considered.

Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-11 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.

  • Performing or providing guidance on the full cycle of accounting and auditing process to evaluate compliance with policies and regulations;
  • Applying knowledge of Internal Control and Auditing; the theory, concepts, principles, and practices of accounting, auditing and financial management, examples of this experience are with financial statement audits, improper payment reviews and internal control reviews;
  • Performing and/or documenting internal control reviews;
  • Reviewing, analyzing, and evaluating automated and manual accounting or financial management systems.

Education

This position has a positive education requirement, which must be met by A, B, or C below:
A. A degree in accounting;
B. A degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
C. A combination of education and experience, including at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided a professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that
  • (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
  • (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND
  • (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
