Duties

Help
  • Serves as an intelligence analyst, performing developmental-level duties with responsibility for professional research and analysis in an assigned scientific and technical (S and T) intelligence specialty area.
  • Prepares finished intelligence products and portions of major projects.
  • Applies established research and data analysis methodologies, including use of computer models, automated systems, foreign materiel exploitation plans, and surrogate testing.
  • Uses established techniques to address specific intelligence analysis problems.
  • Applies established data collection and analysis and verification approaches to deal with assigned technical problems.
  • Prepares preliminary research plan, including search of all source data, and adaptation of conventional engineering, scientific, or technical measurement and evaluation processes.
  • Applies established approaches for testing the validity of hypotheses on technical issues.
  • Integrates results from analytical methods employed to produce preliminary assessment for review by supervisor or project leader.
  • Prepares input for various types of intelligence reports on technical assessments in assigned specialty area and prepares and presents information briefs on assigned subject.
  • Prepares preliminary requirements and technical input for materiel acquisition and exploitation plans.
  • Participates in Army and intelligence community working groups and committees, discussing analytical issues and contributing to the development of improved analytical methods.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Temporary Duty (TDY) travel may be required, up to 25% of the time.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience which includes performing elementary principles, concepts, and methods OR providing basic mathematical, statistical, and/or general operations research and analytical support to studies and reviews. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07).

The Engineering and Physical Sciences occupational families have specific educational requirements. In addition to meeting the specialized experience requirements (above), you must also meet the specific educational requirements for the series that you apply for in order to be considered for this position. The requirements for each series are described in the occupational questionnaire. Transcripts that support these requirements MUST be submitted at the time of application. Note: Education must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education.

THIS IS A DEVELOPMENTAL POSITION HIRING AT THE GG-09 LEVEL ONLY WITH FULL PERFORMANCE LEVEL (FPL) TO THE GG-12 LEVEL. Employee may be promoted non-competitively to the next grade level upon meeting the following requirements:
(1) Satisfactory demonstration of the ability to perform at the developmental/target grade.
(2) If there is higher level work at the developmental/target grade level.
(3) Assignment of increased responsibilities.
(4) Recommendation for promotion by supervisor.
(5) Satisfactory completion of all required training.
(6) Completion of all DCIPS regulatory requirements for promotions.
Consequently, promotion(s) are not guaranteed.
