The incumbent serves as the Head of the Office of Business Information Technology Services for the National Science Foundation (NSF) and serves as the principal advisor to the Director and Chief Operating Officer, NSF, on all Agency matters related to information technology (IT) and data. The incumbent establishes strategic direction and has overall responsibility on matters involving leadership and direction in the formulation, development, and execution of NSF’s IT management program. The incumbent ensures the agency maximizes the use of technology, information, and data systems to improve agency mission delivery and performance and provides regular reports to the Office of the Director. The incumbent is also responsible for formulating and articulating the agency's policy, position, or response on current or emerging information technology and its relationship to the NSF and its mission. The position reports directly to the Deputy Chief Operating Officer (DCOO).

As the Chief Information Officer (CIO), the incumbent establishes policy to carry out NSF’s responsibilities established by the Clinger-Cohen Act, the Federal Information Security Management Act of 2002 (FISMA), the E-Government Act of 2002, the Federal Financial Management Improvement Act of 1996, the Federal Information Technology Acquisitions Reform Act (FITARA), the Government Paperwork Elimination Act, the Federal Records Act, the Freedom of Information Act (FOIA), and the Privacy Act.  

The incumbent also serves as Chief Technology Officer (CTO). As CTO, the incumbent will anticipate, track, monitor and recommend new IT technology and trends as they develop and assess their value to the Agency, in consultation with cognizant senior management regarding existing and future needs.

EXECUTIVE/MANAGERIAL (E/Ms): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the E/Ms. If you fail to do so, you will be rated as "ineligible."

5. Building Coalitions.  This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, non-profit and private sector organizations, foreign governments, or international organizations to achieve common goals.

PROFESSIONAL/TECHNICAL (P/Ts): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the P/T qualifications. You must address each P/T qualification separately.

Essential


  1. Demonstrated experience in strategic planning and management, enterprise architecture, IT capital planning and investment control, IT governance, audit management, and creating processes and procedures to meet federal IT requirements and regulations.
  1. Demonstrated experience in communicating IT policies and capabilities to a wide variety of internal and external stakeholders and skill in partnering with other organizations to address issues that require a multidisciplinary approach.
  1. Executive-level experience in leading a complex organization or setting and knowledge of current and emerging trends and developments in information technology, technology innovation, and data management to support an organization’s goals, objectives, and mission.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive/Managerial (E/M) Qualifications (ECQs); but a narrative statement for each of the Professional/Technical (P/T) Qualifications (PTQs) is required.

Additional information

The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions.

Federal Appropriations Law requires that Non-Citizens meet certain eligibility criteria to be considered.
