Duties

Help

The SHCP branch is responsible for human capital program and policy development, strategic workforce planning, workforce reporting and analytics, human capital accountability, workforce surveys, and human resources information technology support for NSF.

The employee of this position serves as a survey lead, as well as oversees a variety of analytics reports and projects. Serves as a consultant and lead advisor on the collection and statistical/mathematical analysis of human capital data, with heavy emphasis on statistical data analysis. Specific Duties include:

  • Analyzes broad datasets, organizes, and manages mathematical and/or statistical data, enhances mathematical and/or statistical methods and standards, performs expert technical analyses and studies, and develops other analyses and visualizations.
  • Develops expert analytical approaches and analyzes data sets consisting of qualitative, quantitative, structured, and unstructured data types using advanced techniques.
  • Leverages technologies, systems, and tools, along with best practices in data visualization, to present results.
  • Develops and monitors the application of a diverse set of models, tools, and decision science techniques, mathematics, statistics, computer, and information sciences, to develop and enhance NSF analytic capabilities.
  • Responsible for all operational and technical aspects of survey conduct.
  • Develops models, forecasts, and visualizations based on generally accepted mathematical and/or statistical methods to demonstrate the patterns identified and highlight indicators.
  • Analyzes, designs, and develops data visualization, data mining and optimization tools and technologies to support a wide range of business function and needs.
  • Plans and conducts mathematical and/or statistical data analytics projects and/or studies to evaluate, design, and tabulate mathematical and/or statistical sampling plans and analytical procedures and processes.
  • Plans, develops, and executes ongoing survey projects, as well as, introducing and managing new survey developments and initiatives, redesign activities and methodological research.
  • Responsible for technical improvement projects for assigned survey(s).
  • The employee is responsible for all aspects of project development including operational and technical aspects of the project.
  • Performs other duties as assigned.

Qualifications

All applicants must meet at least one of the OPM basic education requirements for 1529 or 1530 positions.

Mathematical Statistics Series, 1529

  1. Bachelor Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

or

  1. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

Statistics Series, 1530

  1. Bachelor Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  1. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to meeting one of the basic education requirements noted above, all applicants must possess the following specialized experience:


To qualify at the GS-13 level,you must possess at least one year of specialized experience equivalent to the GS-12 level in federal service leading human capital survey or analytical activities. Examples of experience include: analyzing broad datasets of complex qualitative, quantitative, structured, and unstructured data using a variety of techniques; leading the technical development and completion of survey projects; preparing reports, presentations, outreach materials, and briefings that include data visualization tools and technologies; and leveraging existing and recommending new technologies, systems, and tools to support human capital efforts.

Education
