Summary

The Packers and Stockyards Division (PSD) monitors activities of the livestock and poultry industry by conducting regulatory reviews and investigations to determine whether subject persons and firms are complying with the Packers and Stockyards Act of 1921 (the Act) and regulations under its authority. You will develop Division-wide policy regarding economically related investigations and set the direction for achieving its goals and performance measures. Remote within the contiguous U.S.

Duties

Help
  • The duties may include, but are not limited to:
  • Fully manages the Competition Branch resources in the delivery of all Division competition activities and functions.
  • Directs the overall planning, management, direction, and coordination of the Competition Branch activities.
  • Oversees and directs the Competition Branch preparation of the PSD Annual Report to Congress and the public.
  • Manages Division goals and performance measures and plans and directs national, Division-wide activity in the field of economics and statistics.
  • Directs the preparation of analyses of mergers and acquisitions of regulated entities.
  • Interprets the basis for and application of existing policies and regulations to producers, farm groups, persons and firms in the regulated industries.
  • Directs and coordinates investigation teams that review complex competition investigations of the national livestock, meat, or poultry industries.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT:

  1. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    OR

  2. Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Economic knowledge of structural, conduct, marketing conditions and performance characteristics of the U.S. livestock, meat and poultry industries
  • Identifying emerging economic developments that may have important division-wide effects relating to the national livestock, meat, or poultry industries.
  • Developing new economic or econometric models and conducting empirical analysis of an economic question to analyze the effects of business conduct, strategies, and practices undertaken by firms in the livestock, poultry, and meat industries and markets.
  • Developing investigative procedures, techniques, and work plans, and devising and applying modifications to unconventional and complex investigative techniques in order to carry out investigations and conduct cost/benefits analysis of proposed regulations.
  • Communicating sensitive investigation facts and make major recommendations on program policy issues affecting the overall organization and participate in policy and long-range planning in connection with prospective changes in programs for the Division.
  • Knowledge of supervisory and leadership techniques in order to plan, organize, and manage resources and subordinates in accordance with Agency and Departmental regulations.

TRANSCRIPTS are required. This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.     This is a 100% remote position that must be located within the following defined geographic options:

    Contiguous United States

    The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date.

    The selectee is not required to regularly work from a government facility however, the option may be available.
