The Property Administrator (PA) is responsible for planning and implementing the total property management system for the assigned contractors and for the continuous surveillance/evaluation of the assigned contractors' property management systems.
Participates in meetings with contractor personnel and provides advice and assistance to contractors to resolve complex problems in establishing adequate property management records, consistent with contractual terms and established Government policy
Conducts investigations pertaining to assigned contractors' liability when Government property is lost, damaged, or destroyed, or when there is evidence of unreasonable use or consumption.
Reviews and analyzes new contracts to determine and ensure that the assigned contractors' property management systems and procedures are adequate to fulfill contractual requirements.
Upon termination or completion of contracts, performs a final review to determine that disposition of all property has been accomplished, properly documented and recorded on the official records.
Provides technical advice to lower-graded IPMSs. In some cases, reviews and approves work of lower-graded IPMSs.
A medical/dental examination is required. You must pass a pre-deployment examination and maintain a pre-deployment physical condition throughout the 4-year commitment.
Immunization screening is required (e.g., Anthrax, Smallpox, and Malaria, and others as required by the supported Combatant Command for deployment).
DoD Civilian Employee Overseas Emergency Essential Position Agreement is required.
Must be able to possess and maintain a Government Travel Card.

Qualifications
To qualify for a GS-1103-11, Industrial Property Management Specialist, applicants must possess:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Conducts audits of Property Management Systems.
Provides surveillance and evaluates contractor's property management systems.
Assists with investigations of lost or damages government property.
Applies contract clauses and government contracting and procurement regulations to identify contractual requirements.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
Additional information
This is a permanent GS-12 position. Upon deployment overseas, the employee will be temporarily promoted to the GS-13 grade level, if eligible, for the duration of the deployment. Upon return to CONUS the employee will be changed to lower grade to the permanent grade level.
If you do not meet the Time in Grade or Specialized experience for the temporary promotion, you will deploy at the lower grade level, GS-12.
Once the four year commitment is successfully met you will be placed into a non-deployable position in the CMO for which you were hired at the permanent GS-12 grade level.
This position is designated as Emergency-Essential (E-E). In the event of a crisis situation, incumbent will be subject to deployment on a TDY basis to overseas duty location(s) to perform assigned duties particular to the deployment. Failure to deploy when required and/or meet the medical requirements of deployment status may result in separation from Federal Service.
