The incumbent performs identity fraud detection, investigation, and analysis for the Login.gov service.

  • TTS is seeking to fill multiple PERMANENT appointments at the GS-15 level.
  • This is a virtual/remote position.
  • Duty station to be determined upon selection.
  • Salary to be determined upon selection, depending on duty location.
  • Current civil service employees will receive new appointments if selected under this Direct Hire Authority.

You must perform the following Major Duties utilizing expert level skill, mastery knowledge and significant IT experience:

GS-15:

Fraud Program Administration:

  • Develops fraud program plans, strategy, and policy to support and align with organizational missions and objectives
  • Provides subject matter expertise and recommendations to the Login.gov Security Branch Chief, senior management, customers, and other personnel regarding measures to detect and mitigate identity fraud for the Login.gov service.
  • Collaborates with engineering teams on the implementation of Login.gov product to assess vulnerability, identity fraud and make recommendations for improvement.

Systems Integrity:

  • Researches, designs, implements, integrates, and provides support for new/emerging technologies associated with identity fraud detection, mitigation, investigation, and redress for identity verification products.
  • Performs comprehensive needs analysis to define opportunities for new or improved identity fraud solutions

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS 15 step 1 salary range starts at $136,908 per year. The total salary will be determined upon selection and based on the associated GS locality pay table for your assigned duty location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

QUALIFICATIONS


BASIC REQUIREMENTS: Have IT-related experience demonstrating EACH of the four competencies listed below:

Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).

Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.

Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


GS-15 LEVEL SPECIALIZED EXPERIENCE REQUIREMENTS: In addition to the Basic Requirements listed above, you must have one year of specialized experience. Specialized experience: Specialized experience for this role is defined as:

  • Experience with identity fraud detection, mitigation, investigation, redress or analytics practices. 
  • Experience assessing, developing, implementing, or improving strategies for identity theft investigative and redress workflows.
  • Experience working with cross-functional teams.
  • Experience building alignment with stakeholders.
