Duties

Help

This position is with the Office of Inspector General, Contract and Grant Audit Division. This office is responsible for the development, direction, and implementation of a broad, comprehensive review program covering: (1) internal audits, inspections and evaluations of all DOI and Insular Area Governments' programs and activities in terms of (a) economy, efficiency, and effectiveness; (b) financial reporting and compliance with laws and regulations; and (c) program results; (2) external auditing, covering all activities involving Departmental contracts, grants, and leases with external sources; and (3) other appropriate audit-related services for the Department's bureaus and offices.

As a Supervisory Auditor (Performance) you will be responsible for coordinating, planning, and performing sensitive and complex audits, inspections, and evaluations.

Major duties include:

  • Provides supervision, direction, and general oversight to all phases of the technical and administrative operations of office staff, which include auditors and evaluators.
  • Plans, assigns, and manages the work of the office; sets goals; establishes timelines; and determines scope and parameters. Counsel staff on administrative matters.
  • Supervises assignments performed by subordinate staff to ensure compliance with AIE policies and operating procedures, Government Auditing Standards, and Council of Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation.
  • Ensures that all reports submitted to the Director conform with applicable standards and contain logical and clearly supported conclusions and recommendations that drive positive change and promote accountability.
  • Briefs internal management orally on the work performed. Attends meetings with DOI management officials of all levels to explain and justify findings and recommendations. Uses tact and persuasion to negotiate an understanding of the issues/problems and acceptance of recommendations or develop appropriate alternatives that positively impact and improve the performance of the Department's programs.

  • May be required to complete a one year probationary period and/or Supervisory probation period.

  • Time-in-grade requirement - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Minimum Qualifications GS-14 :
One year of specialized experience equivalent to the GS-13 grade level in the Federal service performing all of the following:
1) Planning, performing, and leading complex or comprehensive audits to ensure that assignments contain logical and clearly supported conclusions and recommendations that enhance program performance and promote accountability,
2) Leading an audit team which includes coordinating team member assignments, reviewing work performed by others, and advising on audit issues encountered,
3) Contributing to the preparation of an annual risk assessment or audit work plan, AND
4) Preparing and reviewing work papers and audit reports for accuracy and adherence to applicable standards.

Education

Positive Education Requirement

You must meet the Basic Education Requirement for positions in the Auditor series
1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
OR
2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
