The CDC Public Health Associates Program (PHAP) for Recent Graduates is a CDC workforce development program that provides opportunities for promising, future public health professionals to gain broad experience in day-to-day operation of public health programs. The goal of PHAP is to attract exceptional candidates, with a minimum of bachelor's degree into careers in Public Health.
The exact location of each position will be determined by PHAP upon selection.

As a Public Health Advisor you will:

  • Serve as a trainee receiving formal and on the job training designed to familiarize you with the functions and operations of basic public health concepts, principles, and techniques.
  • Work with selected public health projects or portions of a larger public health project that is typically of limited complexity.
  • Perform duties related to the development, extension, and improvement of health care systems.
  • Interview individuals to obtain information.
  • Disseminate materials and information.

1. Security and Background Requirements: If not previously completed, a background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements may be grounds for appropriate personnel action. In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time. Applicants are also advised that all information concerning qualifications is subject to investigation. 2. Qualifications

Minimum Qualification Requirements for GS-0685-5:
I have completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in subject area related to the position being filled; within the past 2 years.
OR
I will have earned a bachelor's degree or higher from an accredited college or university by July 31, 2023.

Minimum Qualification Requirements for GS-0685-7:
I have completed 1 full year of graduate level education in a subject area related to the position being filled; within the past 2 years.
OR
I have Superior Academic Achievement (S.A.A.) in one or more of the following: (1) Class Standing - Rank in the upper one-third of your class in the college, university, or major subdivision; (2) Grade-Point Average (GPA) - cumulative GPA of 3.0 or higher out of a possible 4.0 based on 4years of education, or courses completed in the last 2 years of the curriculum; (3) GPA 3.5 or higher out of a possible 4.0 for all courses in your major field of study, or required courses in your major completed in the last two years of the curriculum; or (4) Membership in a National Honor Society Association of College Honor Societies (other than freshman honor societies).

I will have earned a bachelor's degree or higher from an accredited college or university by July 31, 2023


Candidates still enrolled in school must provide a transcript AND school enrollment verification form detailing the anticipated degree completion date. Applicants applying as a recent graduate must provide a transcript reflecting degree conferred with at least a 2.95 (on a 4.0 scale) on an eligible degree.

Veterans precluded from applying due to military service obligations have a full 2-year period of eligibility upon his or her release or discharge from active duty. This period may not be extended beyond 6 years from the date on which the individual completed the requirements of an academic study towards fulfilling a degree.

The CDC Public Health Associates Program (PHAP) for Recent Graduates is a CDC workforce development program that provides opportunities for promising, future public health professionals to gain broad experience in day-to-day operation of public health programs. The goal of PHAP is to attract exceptional candidates, with a minimum of bachelor's degree into careers in public health. These positions are located with the Center of State, Tribal, Local and Territorial Support, Office of the Director, Public Health Associate Program Office (PHAP).

Upon completion of a two-year training program, Associates are eligible for conversion to an entry-level career as CDC Public Health Advisors. Associates may also be eligible to apply for positions in public health operations at the local and state levels.

The exact location of each position will be determined by PHAP upon selection. PHAP will request your geographical preferences however matches are based on program needs and applicants must be willing to relocate to anywhere within the USA and its Territories. Applicants will be made only one offer for host site location. Multiple candidates may be selected within the same geographic location.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

All education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement.) PROGRAM COMPLETION AND CONVERSION ELIGIBILITY:
A Pathways Program Participant must be a United States Citizen to be eligible for non-competitive conversion to the competitive service For positions that require certain levels of security clearance, United States citizenship is required. Program participants may be converted, without a break in service, to a term, career or career conditional appointment upon completion of program requirements.

  • Complete two full-time continuous years of work experience acquired through the PHAP Program
  • Complete 40 hours of formal interactive training
  • Meet the qualification standards for the position to which the Recent Graduate will be converted
  • Meet any agency-specific requirements specified in the Participant's Agreement
  • Demonstrate successful job performance that results in a rating of record of at least Fully Successful and a recommendation for conversion by the first level supervisor.
