Summary

The position is located in the United States Department of Agriculture (USDA), Agricultural Research Service, Travel Policy and Systems Branch. The incumbent provides advice and support to customers and senior management of one or more of the following entities on matters relating to local, domestic, and international travel; relocation; and travel card programs.

CANDIDATE will be required to report to the USDA George Washington Carver Ctr in Beltsville, MD office up to three (3) days per week.

Duties

Help
  • Serves as the key contact and provides technical support and guidance on travel and related issues, (e.g., relocation activities, domestic and foreign/international travel, passport issuance and cancellation, visa processing, etc.).
  • Serves as a Federal Agency Travel Administrator (FATA) for ConcurGov (an USDA-wide system managed by USDA/OCFO at the Department Level) and resource manager for the system.
  • Provides training and designs training modules for area of expertise and modifies existing training modules to meet the various needs of the REE Agencies.
  • Analyzes upcoming travel needs and processes requests for credit line increases, and as requested, performs account audits.
  • Generates system reports to monitor card usage and accounts; identifies delinquent accounts and works with cardholder to resolve past due balances.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

AT THE GS-09:
Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.

  • Ability to understand and interpret Federal travel regulations and guidelines and related systems to work with and guide prospective travelers, including relocation and travel card usage; coordinating foreign, domestic, or local travel; responding to inquiries concerning travel; maintaining travel records or travel software. OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree of LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities (or competencies) necessary to do the work. OR

A combination of education and experience as described above.

AT THE GS-11:
Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
  • Experience researching and analyzing the Federal travel regulations and guidelines and related systems to work with and guide prospective travelers; experience coordinating foreign, domestic, or local travel; responding to inquiries concerning travel; maintaining travel records or travel software; problem solving and recommending solutions. OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities (or competencies) necessary to do the work. OR

A combination of education and experience as described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
