Duties

Help
  • Provides executive leadership and oversight for the formulation and execution of the annual outreach plan for engaging Congress to support DoD OIG priorities and goals, while enhancing the understanding of DoD OIG programs, funding, and authorities.
  • Implements strategies to establish, improve and maintain working relationships with congressional staff members, the Office of the Assistant Secretary of Defense for Legislative Affairs, and other legislative offices within the Federal Government.
  • Provides information to Congress relating to DoD OIG programs, and shapes engagement strategies and responses to congressional inquiries and request.
  • Provides guidance and direction in the development of rules, guidance documents, legislative proposals, hearing testimony, responses to Congressional inquiries, position papers, correspondence, and research materials.
  • Advises DoD OIG senior leadership on likely public and employee reactions to DoD OIG policies, programs, and reports. Develops tailored communication plans and products.
  • Oversees media and community relations programs, stakeholder communication plans and programs, and Inspector General internal and external engagements.
  • Develops and implements the DoD OIG's public communication strategy.
  • Oversees all programs and processes within the Office of Legislative Affairs and Communications (OLAC) which support the establishment, maintenance, and execution of effective and efficient OLAC programs.
  • Oversees OLAC's operations, budgetary and hiring activities, strategic planning, organizational excellence, and communications activities.

  • Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).
  • Male applicants born after Dec. 31, 1959 must certify at the time of appointment that they have registered with the Selective Service System, or are exempt from having to do so under the Selective Service law (see www.sss.gov).
  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.
  • Applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment. Incumbent is subject to random drug testing for the duration of service with the DoD OIG.
  • Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
  • All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03
  • Incumbent may be required to travel both in the Continental United States, as well as overseas locations
  • Mobility is a condition of appointment for SES members. All newly appointed SES members will be required to sign a Reassignment Rights and Obligations Agreement.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Applicants must provide evidence of progressively responsible leadership experience that demonstrates senior executive management capabilities directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.

Qualifications include leadership skills that are applicable to all SES positions and technical or program qualifications specific to this particular position.

The best-qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts, considering the below listed Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs).

All factors are mandatory unless stated otherwise. These factors are required, and must be addressed for the incumbent to perform the duties of the position. The mandatory technical qualifications must be met to be rated eligible for the position.

This position has been evaluated to be a Tier B position under the DoD OIG SES Personnel Management and Compensation System.

MANDATORY TECHNICAL QUALIFICATIONS:
The applicant is to provide a separate narrative statement to each of the following mandatory technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative must not exceed 2 pages per MTQ. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

1. Expert knowledge of the legislative process, the operations and structure of House and Senate offices, and congressional committee and subcommittee structure. Extensive experience in planning and conducting liaison and advocacy with congressional staff and members, including the development of strategic engagement plans.

2. Extensive experience in communications planning, including identifying strategic outcomes, developing communications metrics, target audience analysis and implementing all tactical aspects of communications planning. Demonstrated media relations experience, including interactions with public news outlets and media professionals.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former Career SES employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.

1. LEADING CHANGE. The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. LEADING PEOPLE. The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. RESULTS DRIVEN. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. BUSINESS ACUMEN. The ability to manage human, financial, and information resources strategically.
5. BUILDING COALITIONS/COMMUNICATION. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

There is no substitution of education for experience at this level.

Additional information

Veterans' preference does not apply to the SES.

The DoD OIG Executive Resources Board (ERB) will review the best qualified candidates and make recommendations on final selections to the approving authority.
