Duties

Help
  • Define data need parameters for specific geospatial projects and/or assignments.
  • Applying layers of data to reconcile errors and/or resolve technical problems.
  • Presenting ideas and information in an easy-to-understand format to a variety of audiences.
  • Produce analysis by identifying interrelationships within data.
  • Conducting spatial analysis or geospatial modeling to measure and/or predict outcomes.
  • Ensure geospatial applications are developed according to management objectives.
  • Providing technical user support for all aspects of geospatial data and software.
  • Conducting research to locate and obtain information from existing databases.
  • Assisting in the development of statewide standards and/or applications to ensure project consistency and effectiveness.
  • Working with custom database tools in order to assure data quality within an enterprise ArcSDE geodatabase environment for natural resource data layers.
  • Developing working relationships with other groups, agencies, and the public to facilitate data management and sharing strategies.
  • Coordinate with other staff to identify and/or schedule hardware/software processing upgrades.

Qualifications

For GS-09 grade level:
One (1) year of specialized experience equivalent to the GS-07 level. Specialized experience is further defined as: experience compiling geographic data from a variety of sources; managing geospatial databases including project quality control; collaborating with natural resource specialist or planners in implementing geospatial applications or data; conducting spatial analysis using geospatial mapping programs; and/or providing GIS user and technical support to co-workers.

Education: Master's degree or two (2) full years of graduate level study leading to a master's degree or LL.B., J.D., in a field that provided the knowledge, skills, and abilities necessary to perform this work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Combination of the experience and education described above.

Have an equivalent combination of specialized experience (as in A above) and education (as in B above) that, when prorated, combine to meet the qualification requirements for this position. If your education is currently described in quarter hours, convert them to semester hours by multiplying by 2/3rds. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Only education beyond the second year is creditable to meet this standard.

For GS-11 grade level:
One (1) full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors). Specialized experience is further defined as: compiling complex geographic data from a variety of sources; designing/managing geospatial databases including project quality control and/or research; collaborating with others in developing and/or implementing geospatial applications or data; conducting spatial analysis using geospatial mapping programs; and/or providing GIS user and technical support to the enterprise geographic information systems customers.

Education: Completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. if related to the position to be filled. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: Applicants must submit a copy of transcripts.

Combination of education and experience as described above. To combine education and experience, divide your total months of qualifying experience by 12. Then divide your semester hours of completed graduate education beyond 2 years by 18 (or 27 for quarter hours). Add the two percentages. The total percentage must equal at least 100 percent to qualify. You must include transcripts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.

Physical Demands: The work is primarily sedentary, requiring long periods of sitting in one position, intense concentration, and working for several hours at a time. Stress may be experienced on a regular basis in attempting to respond to conflicting objectives and in working against tight deadlines with limited resources.

Work Environment: The work is primarily in an office/computer room environment. Occasional fieldwork may be required. Fieldwork is in support of resource mapping projects and involves extended days of travel, sometimes in poor weather conditions. The incumbent must be comfortable with less than ideal conditions in remote settings in the accomplishment of mapping projects.
