Summary
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a ELECTRONICS TECHNICIAN, Position Description Number T7110000 and is part of the WY Army Aviation Support Facility, Wyoming Army National Guard.
This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)".
In support of the Airfield Manager, employee provides supervision, subordinate guidance, and team leadership to assigned employees. Performs long-term planning and organizational process development as necessary to ensure accomplishment of the daily operations, training, and readiness missions. Supervises and performs on-site maintenance and independent certification of complete systems, subsystems, and components of complex electronic air traffic control (ATC) and communications equipment. Equipment systems typically maintained and certified include Instrument Landing System (ILS), ATCBI (Air Traffic Control Beacon Interrogator), Computer Driven Air Traffic Control Communications Switching System (ATCCSS), NDB/COMPASS LOCATOR (Non-directional, low/medium frequency, radio beacon) Fixed Base Weather Observation Systems (FBWOS) and Remote Control Air Ground Communications (RCAG).

CONDITIONS OF EMPLOYMENT & NOTES:
1. Must be able to obtain and maintain the appropriate security clearance of the position.
2. Mission Essential: (not 'emergency' essential) - positions are subject to call back and work during nights, weekends, holidays, emergencies, and outside normal operating hours. Positions are operationally essential to aviation operations at the assigned airfield. Positions are typically exempt from government shutdown and may be exempt from weather release or other closures as determined by the installation commander (in a nutshell, if aviation operations continue, the airfield should remain open).
3. Drug Screening: AR 95-2 para 5-4.c.(2)(b); AR 600-85 para 4-8.h.(6) and Ch. 5; AR 40-8; 49 CFR Part 382, Subpart C (applies to fuel operators); TC 3-04.15 para 1-49 & 5-42 thru 5-47.
4. Rotating Shifts: Airfield operating hours range from 16-24 hours per day, 5-7 days per week. All non-supervisory positions work rotating shiftwork in order to support published operational hours as well as occasional operations outside operating hours.
5. State Issued Driver's License: AR 95-2 Ch 10 - airfield mgmt./ops, safety and electronics techs are required to perform various inspections around the airfield cantonment area daily on a daily basis.
6. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
7. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

EXPERIENCE:
Must possess experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties as an Electronics Technician, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11). Applicants who have the 1 year of appropriate specialized experience, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
Examples of qualifying specialized experience include:
Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions.
SPECIALIZED EXPERIENCE:
Must possess current certification maintaining Army-specific ATC systems such as Primary Crash Alarm System, Fixed Base Weather Observation System (FMQ-23), Wind Measuring Set (AN/FMQ-13), Air Traffic Control Radio (CM-300), Line of Sight Transceiver (URC-200), Multiband Handheld Radios (AN/PRC-152), National Airspace System (NAS) Voice Recorder, and Interim Voice Response System (IVSR).
Managing Preventative Maintenance Checks and Services (PMCS), Corrective Maintenance (CM), Flight Inspections (FI), authorized Equipment Modifications (EM), and Certification (CE) on all ATC equipment assigned IAW current AR-95-2 (Air Traffic Control, Airfield/Heliport, and Airspace Operations), TC 3-04.15 (Air Traffic Control Facility Operations, Training, Maintenance, and Standardization), FAA JO 6000.15 (General Maintenance Handbook for NAS Facilities).
Ensuring regulatory and operational compliance with Department of Defense, Department of Army, and Federal Aviation Administration requirements. Utilizes the applicable Air Traffic Services Command (ATSCOM) Aviation Resource Management Survey (ARMS), and/or ARNG Quality Assurance Evaluation (QAE) checklists to note and resolve discrepancies through the Airfield's hazard tracking log.
Managing local ATC Maintenance programs to ensure accurate system specific documentation to include ATC Systems DD-314, Preventative Maintenance Schedule and Record, Facility Reference Data, Technical Performance Records, Technical Reference Data Record, and all applicable DA forms, for ATC systems assigned. Maintain ATC facility ancillary support equipment in highest readiness state through oversight of Department of Public Works and associated contractors responsible for PMCS.
Manage ATC Logistics program, Property Book inventories, Test Measurement and Diagnostic Equipment program administration, Publications Accounts administration, DRMO excess equipment turn in process, Prescribed Load List inventories and accountability.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
TIME-IN-GRADE: Applicants who are current non-temporary Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. A comprehensive, intensive, and practical knowledge of, and extensive experience and skill in applying a wide range of concepts, practices, regulations, policies, and precedents.
Knowledge of analytical and diagnostic techniques.
Knowledge, skill, technical expertise, and understanding of design theory to evaluate the performance of multiple complex air traffic control systems which interface to form a highly complex air traffic control facility. Uses this knowledge and skills to trace problems through a series of interfacing systems to determine which system has malfunctioned; to make complicated alignments and diagnoses that will assure Systems are safe and continually certify same; and to work with the most intricate state-of-the-art integrated circuits and various kinds of logic used by different manufacturers.
Completes numerous specialized formal training courses conducted at the FAA Academy or provided by DOD or manufacturer sources to obtain level of competency required and keep abreast of the latest state-of-the-art technology.
Skill in the use of highly complex test equipment requiring knowledge of the most advanced testing techniques and knowledge of maintenance, supply, and reporting procedures and documentation.
