Duties

Help

You will:

- Advise the Regional Administrator and management staff on best practices for communications planning and strategies related to BIL and IRA and collaborate with other regional and headquarters communications staff to ensure consistency.

- Serve as regional expert on the development of communication plans for specific communities or diverse audiences with different points of view.

-  Establish relationships with regional media representatives and specialized groups to communicate new initiatives/activities that directly influence public knowledge and understanding of Environmental Protection Agency policies and programs.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as identifying communication channels and developing written materials to
disseminate information on highly technical, complex, and politically sensitive agency programs to skeptical or indifferent audiences; working knowledge of environmental programs; and/or analyzing media and public perceptions and/ or the overall effectiveness of communication plans in reaching targeted audiences.

Your application package will be used to evaluate your competencies in the following areas:  

1. Ability to identify appropriate social media channels, techniques, and strategies to solicit public input.

2. Skill in developing relationships with media representatives, regional managers, and program staff.

3. Ability to analyze media and public perceptions.

4. Skill in oral communication sufficient to brief media representatives and specialized groups on agency programs, projects and/or areas of concern.

5. Skill in developing written materials such as press releases, news stories, feature stories, fact sheets, television spots, internet articles, social media content, etc..

6. Knowledge of environmental programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
