This position is located in the Fleet Recreation Program of the Morale, Welfare and Recreation Department in the Southwest Region. The primary purpose of this position is to provide a comprehensive program of social, cultural, athletic and recreational activities that promote a happy, healthy lifestyle and meet the identified needs and interests of sailors.

Duties

1. Responsible for managing, supervising and directing the day-to-day operation of the Recreation Center which includes, but not limited to a game room, pool tables, TV

Center, computer room, music listening lounge, and a tour program, etc. Develops facility guidelines.

2. Plans and coordinates details of recurring and non-recurring activities, special events and joint community undertakings to ensure maximum utilization of facilities, services and other resources. Suggests improvements and revisions to these various activities to the wide range of participant needs and interests to meet the limitations of funds facilities equipment and volunteers and other staff support.

3. Plans, develops and administrates existing programs. Evaluates effectiveness of on-going programs based on participation, patron satisfaction and facility utilization. Recommends program changes, variations, policies, fees, and charges.

4. Evaluates recreational needs on a continuing basis by interest surveys and personal contacts with individuals

and groups to determine specific needs. Compiles results to determine if new programs should be offered, expanded, curtailed, or eliminated.

5. Plans, develops and coordinates tournaments and other

special recreation activities. Coordinates programs efforts with facility managers, club managers and supervisor of recreation areas such as gymnasium, theater, auto hobby shop, bowling center, etc.

6. Schedules and publicizes activities, insuring maximum

effectiveness in attracting and motivating participants and in providing the widest possible range of activities in terms of interest and needs. Responsible for developing and purchasing program promotional materials.

7. Arranges for all supplies and equipment necessary to support programs. Insures proper internal controls are followed to protect income, minor property, fixed assets, supplies, records, etc. Takes periodic inventories.

8. Responsible for the maintenance, security and safety of all records, reports and information. Maintains custody of property and funds assigned.

9. Assists with developing budget criteria. Analyzes financial data, reviews the budget and submits reports and recommendations. Ensures financial integrity is maintained for the operation and required reports and records are properly maintained.

10. Serves as point of contact for young adult activities. Attends conferences and meetings as required by supervisor. Maintains liaison and communicates with BUPERS and echelons of higher authority by telephone and personal contact on young adult matters.

11. Ensures compliance with fire, safety, and security regulations. Responsible for ensuring that maintenance and repair work is accomplished for all equipment located throughout the Fleet Recreation Center.

12. Provides for adequate staffing, effective training and supervision of subordinate employees; informs staff of required operational policies. Evaluates personnel performance, initiates disciplinary action and recommends other appropriate personnel actions.

13. Carries out EEO policies and communicates support of these policies to subordinates. Assures quality in determining selections, training, promotions, details, qualifications, discipline and awards to employees.

Cooperates and participates fully in the development of an EEO affirmative action plan and efforts regarding staffing, motivation and training of develop of employees. Ensures that minorities and woman are considered for training, opportunities and are nominated/appointed to boards and committees.

14. Performs other related duties as assigned.

Qualifications

A qualified candidate possess the following:

A degree from an accredited college or university with a course of study in Recreation Management/Administration or closely related field, is desired. Knowledge of recreation policies, principles concepts and methodology of recreation. Knowledge and skills required to plan, implement and carry out all activities of a young adult activity program. Ability to plan, assign, train and supervise the work of subordinates. Knowledge of inventory procedures and controls. Ability to market programs. Knowledge of budget preparation and accounting systems and processes. Ability to make independent judgment and sound decisions. Ability to follow oral and written instructions. Ability to communicate effectively, both orally and in writing.
