Summary

This position is located in the PBS, Design & Construction, Project Delivery Division.  This division is responsible for implementation of national and regional design and construction policy in all production offices and provides project management and procurement services for all regional capital construction projects.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility or leased space. Positions include routine telework that are geographically specific to: Chicago, IL; Springfield, IL; Indianapolis, IN; Milwaukee, WI; Battle Creek, MI; Grand Rapids, MI; Detroit, MI; Cincinnati, OH; Cleveland, OH; Columbus, OH; Minneapolis, MN; Fort Snelling, MN and St. Paul, MN.

Duties include:

  • Directs and leads development of comprehensive and detailed project plans including methodology, resource requirements, timelines, priorities and budget impact.
  • Exercises full responsibility for the administration and management of the entire project including the direction and control of project planning, programming, budgeting, site selection and acquisition, appraisal, design and construction, contract evaluation, technical contract administration etc. Acquires and manages fiscal resources for each major development initiative.
  • Provides leadership and direction to a wide range of representatives from within and outside the Federal sector during the development and management of projects which typically involve a span of five or more years to complete. Oversees project reviews, readjustments in funding and timelines.
  • Oversees the business management of the most complex building and/or leasing projects from project identification, through initiation, planning, execution, and closeout stages. Assignments encompass broad managerial responsibilities, such as cost management, planning, organizing, controlling, coordinating, reviewing, and approving design, construction, and related work performed by other GSA organizations.
  • Oversees and/or reviews project designs and coordinates development of design and specification packages for purposes of bid and determines construction completion times and reviews overall cost estimates.
  • Responsible for client communication and client satisfaction. Works with stakeholders and key leadership in various Federal agencies, State and local governments, non-profits, community organizations, special interest groups, and environmentalists.
  • Maintains continuous contact with Federal, State and local officials, Congresspersons and the media in regard to project issues and status.
  • Manages all aspects of the project’s finances with the client including preparation, negotiation, presentation, approval, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project budget.
  • Determines project risk and assesses project activities and resources to mitigate risk on behalf of the government. Determines project documents and cost estimates to achieve the goals of the master plan. Identifies, manages, integrates and/or adapts resources to achieve project goals while effectively managing scope, schedule and budget for assigned projects. Ensures that projects delivered meet customer requirements.

The GS-14 salary range starts at $116,393 per year.  Salary is determined by the location for which you are selected.

To qualify, you must demonstrate one year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is experience applying advanced concepts, practices, and methodologies to manage large, complex new construction, and modernization and lease construction projects.  Such experience must include experience performing, planning, scheduling, budgeting, estimating, cost analysis and control, tracking, reporting, and forecasting for such projects.

  • Ability to manage projects impacted by multiple competing priorities and requirements.
  • Knowledge of real estate processes and programs to include site acquisition, real estate markets, and financial management as it relates to real estate.
  • Knowledge of business management, concepts, principles, and practices sufficient to permit the incumbent to serve as the manager of designated major projects from the preliminary identification stage through initiation, planning, execution and project closeout stages.
  • Ability to communicate both orally and in writing.
  • Ability to satisfy and support a diverse customer base by working effectively with customers, assessing their needs and satisfying their expectations within sound business practices.
  • Ability to effectively manage project financial planning and schedule analysis. Use of financial management knowledge, techniques, and innovation to achieve project results with on-budget, fiscal integrity.
  • Skill in techniques to negotiate contract costs, prices, and terms to ensure the successful completion of a project.
