Duties

Help

The primary purpose of this position is to serve as the budget analyst and consultant for the management and administration of all budget programs within the organization. The incumbent performs routine, continuing financial management functions involving the formulation, execution, and/or analysis of budgets for the organization's support activities and organizational components.

(1) Serves as the functional point of contact for day-to-day budget/financial issues. Works with Major Subordinate Commands (MSC) and budget office counterparts to obtain, monitor, and track organization's funds.
(2) Performs budget formulation work involving review and preparation of budget estimates and financial plans.
(3) Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds.
(4) Provides advice, assistance, and guidance on budgeting and related information and conducts analyses, reviews and special studies of budget and/or related information.
(5) Uses budgetary and other automated system(s) and computer-generated products in accomplishing budgeting/funding assignments.

KEY REQUIREMENTS:
Open to US Army, Army Reserves, and Army Nat'l Guard military mbrs only
Must be assessed into WY ARNG before appt. May take up to 120 days.
Must become a member of the Wyoming Army Nat'l Guard before appt.
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.
PCS is not authorized in lieu of incentives.
May be required to successfully complete a probationary period.
Federal employment suitability as determined by a background investigation.
Indefinite position may convert to Perm if funding/position is available.
Required to complete Level 2 FM Certification within 24 months of appt.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination these military incentives. Relocation expenses will not be paid by the Government unless noted in the Announcement.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

CONDITIONS OF EMPLOYMENT:
This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

AREAS OF CONSIDERATION:
Referrals of qualified applicants will be issued in the following order:

Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned to the United States Property and Fiscal Office.
Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming Army National Guard.
Area 4: All current M-day soldiers of the Wyoming Army National Guard.
Area 6: Current military members of the US Army, Army Reserves or other states' Army National Guard units. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.

Min: E4/SPC
Max: E8/MSG

Applicants' under- and over-grade will not be considered for this vacancy. Acceptance of this position does not in any way constitute a military promotion.

GENERAL EXPERIENCE:
Must possess experience at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE:
Must possess at least three months of basic finance budget training or competencies that provided knowledge of financial principles and procedures. The candidate must have some understanding of the basic principles and concepts of the National Guard financial budget business program requirements. The highly qualified candidate must have at least 12 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

NOTE: General and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume.

FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT:
THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty to the position unless the incumbent is already in a position that requires a Level 2 certification in which case, he/she must complete the certification in the original 2-year period.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

DRIVER'S LICENSE:
Must possess a valid driver's license.

To qualify for GS-0560 dual status technician positions on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

TENURE: GROUP III - INDEFINITE
Purpose: To fill a position that may last for more than 1 year where the need for an employee's services is not permanent or management expects the position to potentially become permanent (career or career-conditional) at some time in the future.

Often used to backfill positions left vacant by employees entering Title 10 or Title 32 military orders with reemployment rights. An employee with statutory reemployment rights (USERRA) is protected for five years.

The selected incumbent will be required to complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", a "Memorandum of Understanding upon acceptance of an Indefinite position", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.

Indefinite employees may be terminated or displaced at management's discretion with a 30-day written notice when the position and/or employee's services are no longer needed.

The potential exists for non-competitive conversion to career-conditional or career appointment within the Excepted Service under the following conditions:

  • Incumbent was appointed under open, competitive procedures to the indefinite position;
  • Incumbent completes at least 1 year of current continuous service under an indefinite appointment;
  • Incumbent's performance under an indefinite appointment is a least "fully successful" or equivalent;
  • Outplacement program requirements have been met, and
  • Similarly situated employees (in the same title, pay plan, series and grade) within the organization, hired under the same appointment conversion provision, have been considered under internal competition procedures.
Employees serving a T32 Indefinite appointment are entitled to the following employee benefits:
