As a PERSONNEL SECURITY SPECIALIST (Title 32), GS-0080-9, you will serve as a Personnel Security Specialist, responsible for processing personnel security clearances and all tasks related to the adjudication of personnel suitability case files.

Major Duties - This is NOT an all-inclusive list:

  • Receive, review, and submit requests for personnel clearances for serviced civilian, contractor, and military personnel.
  • Check the request for completeness and accuracy and contacts the Unit Security Manager, Supervisor, points of contact at the serviced units, and/or the individual subject of the background/clearance investigation for any questions or corrections that are required.
  • Provide reports, as required, for status on pending or current investigations or periodic reinvestigations.
  • Compose documentation, for supervisors' signature, verifying security clearances for those individuals going to other locations and requests the same of locations with individuals coming to their site.
  • Ensure all investigative files are available prior to reviewing and rendering a suitability adjudicative/determination in accordance with suitability guidance and guidelines
  • Provide feedback regarding minor derogatory information found in the investigative file.
  • Implement and execute policies and procedures in accordance with applicable laws, regulations, instructions, and policies.
  • Receive and review documentation for completeness and accuracy and contacts the Unit Security Manager, Supervisor, points of contact at the serviced units, and/or the individual subject of the incident report for any questions or further information that is required.
  • Keep abreast of emerging technologies and professional developments to remain current in the field and for being applicable to work assignments.
  • Execute established policies and procedures required for the personnel security program.
  • Ensure that sensitive, classified and Privacy Act information is not unnecessarily disclosed and is safeguarded in accordance with regulatory guidance.
  • Screen personnel, as well as local police records and finance documents for disclosed and undisclosed derogatory information.
  • Document all personnel suitability adjudicative determinations or recommendations in the relevant automated information systems. Ensures the Joint Personnel Adjudication System (JPAS) and Central Verification System (CVS) accurately reflect the suitability adjudicative determination.
  • Assure compliance with Federal and local personnel management policies.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Attend the ARNG Security Manager Course within 12 months of hire.
  • Obtain the Security Professional Certification(s) within 24 months of hire.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This is an Army National Guard dual status technician position which requires military membership.
  • Recruitment and relocation incentives may be available for this position.
  • PCS expenses may be authorized.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence,

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.

Military Grades: Officer/Warrant Officer/Enlisted - May not exceed the Rank of CPT

GENERAL EXPERIENCE: MUST possess experience or training which gives you the ability to provide detailed research and analysis on physical, information, computer, and personnel security: administer the Information Protection Program to include protection from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to wing and command mission interests, national defense or national security; comprehensive working knowledge of security enterprise operations, procedures, and practices; experience, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures; certified at the next higher level before being eligible for that level.

SPECIALIZED EXPERIENCE: GS-9 Level MUST possess at least 12 months experience in the security career field, to include technical training schools and drill-status working experience; basic working knowledge on how to perform Special Security Representative duties and responsibilities in a Special Security Office; perform the day-to-day operational duties within the Special Security Office in support of all sensitive compartmented information-associated security programs and measures; experience in research and analysis reports on physical, information, computer, and personnel security; experience in conducting intelligence support operations, procedures, and practices that are necessary to accomplish intelligence functions in support of programs essential to state National Guard daily operations, training, and readiness missions; experience in implementing policies and procedures required to manage sensitive compartmented information programs and to protect sensitive compartmented information resources; competency as a technical specialist on sensitive compartmented information security matters, as well as, other areas of classified security and classification guidance; knowledgeable on how to maintain currency on a variety of different security program inter-relationships, requirements, regulations and guidance in order to protect sensitive compartmented information facilities and materials from espionage, sabotage, and destruction; capable of implementing intelligence program policies and procedures for accomplishment of sensitive compartmented information protection and security; experience in researching, interpreting, analyzing and applying Presidential Executive Orders, Director Central Intelligence Directives, Defense Intelligence Agency Manuals, DoD Manuals, Air Force Manuals, Air Force Instructions, and local Operating Instructions; experience in complying with Sensitive Compartmented Information facilities, construction and physical requirements, standards and regulations; experience include implementing the Sensitive Compartmented Information security clearance program and maintaining current and completed clearances for assigned personnel; experience in assessing Special Security Office self-inspections and knows how to present detailed and comprehensive reports with consistent follow-up work to ensure complete and quality discrepancies resolutions improve quality, timeliness, and efficiency.

Education

You must meet the following Education requirements to qualify for this position:

Army National Guard Officer: An undergraduate degree from an accredited college/university is mandatory. The college degree work should include completed academic courses in sociology, criminology, police administration, criminal justice, or a related area. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

Army National Guard Warrant Officer: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university, with completed academic courses in sociology, criminology, police administration, criminal justice, or a related area, is optimum.

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
