The incumbent serves as a Lead Police Officer (Sergeant) ensuring a safe and secure environment across all VA Administrations and properties within various settings, including a variety of jurisdictional environments, such as VHA Medical Centers and facilities, Inpatient Clinics, Outpatient Clinics, domiciliaries and administrative sites throughout the United States.
The major duties and responsibilities include but are not limited to:
Leads a team of Police Officers and other administrative staff. Directs day-to-day lead policing operations and non-lead policing assignments. Works in collaboration with the Police Supervisor carrying out PS's overall mission where most of the work is performed on Departmental property. This includes any properties owned, leased, or licensed when consistent with Federal law, regulation, VA policy and operational guidance.
Assigns, distributes, reviews, approves, and disapproves employees' assignments. Monitors and reviews the status and progress of the work and makes workload adjustments to ensure the workload is balanced.
Participates in the selection of staff as requested by the supervisor; provides or coordinates staff training, either during shift briefing or designated training days. Leads law enforcement assignments to preserve peace; to prevent, detect and investigate crimes, to arrest or apprehend violators; and to assist citizens in emergencies, including the protection of civil rights.
Estimates and reports on expected timelines for completed work, maintains records of work accomplishments and time expended and prepares various reports as required. Ensures the supervisor's instruction on work sequence, procedures, methods, and deadlines are met. Provides guidance to employees regarding specific assignments and ensures available written instructions, reference materials and supplies are present.
Serves as a Federal Police Officer with full law enforcement and investigative authority as defined within 38 USC 902, VA Directives, Handbooks, and other operational guidance. Carries firearms and other weapons, intervenes when necessary to deescalate situations and determines when and how much force must be applied. Advises individuals of their (Miranda, Weingarten, Garrity, etc.) rights, and protects the constitutional and civil rights of persons.
Leads on investigations and personally conducts investigations, apprehensions, or detention of individuals suspected or convicted of offenses against the criminal laws of the US. Conducts investigations with a nexus to VA, prisoner transport, patient search and recovery, life-saving efforts, disaster response and recovery, asset protection during transit, training, and other matters.
Leads and initiates investigative contacts/stops. Seeks, detects, seizes, and protects evidence and witnesses at the scene of an incident. Exercises search and arrest authority. Detains witnesses and apprehends suspects, makes arrests and performs booking procedures. Interviews witnesses and other persons involved, determines whether facts warrant an arrest or lesser action.
Responds to highly dangerous and active crimes in progress and responsible to make independent decisions and take/coordinate immediate steps to preserve life and property. The independent decisions could be lifesaving and will be made without the assistance of supervision.
Provides guidance and assistance to staff in the use of the National Incident Management System and Incident Command System protocols to establish command and control, develop a course of action and contain, mitigate, and recover from an incident. Provides advice and guidance regarding the system operations and data to staff as needed.
Performs other duties as assigned.
