Duties

Help
  • Acts as subject matter expert (SME) on IPP as applied to family violence and abuse prevention.
  • Advances policies outside of the existing, but not limited to, Human Resources, Judge Advocate, Family Advocacy and Family Readiness Program offices for equities specific to Family Violence and Abuse primary prevention.
  • Facilitates dialogue between state programs, divisions, directorates, and other areas to capture existing upstream drivers and measures relevant to the primary prevention of family violence and abuse.
  • Establishes measures of effectiveness in the primary prevention of family violence and abuse.
  • Consults with and obtains consensus with NGB IPP SME cell.
  • Supports the JFHQ Primary Prevention Officer in the development and execution of The Adjutant General?s (TAG) primary prevention strategic plan.
  • Assists IPP Officer, TAG, Assistant TAG, directorate, and division-level Leadership with data-informed decisions to appropriately resource Family Violence and Abuse primary prevention activities and requirements throughout the state.
  • Establishes, revises, and reviews policies, procedures, mission objectives, and organizational design to eliminate barriers to mission accomplishment.
  • Advise leaders at all levels of best practices and evidence-based programs, policies, and plans that increase primary prevention capacity within their organizations.
  • Conducts educational sessions and briefings for JFHQ Leadership and JFHQ Program Managers regarding the primary prevention of family violence and abuse.
  • Works within IPP Officer to elevate promising practices within the state that relate to the primary prevention of family violence and abuse and report findings up to NGB.
  • Collects qualitative and quantitative data from Wing/Region activities relative to integrated family violence and abuse prevention to ensure program fidelity.
  • Analyzes and recommends changes to surveys and trainings for self-directed harm, sharing findings with appropriate stakeholders.
  • Maintains an understanding of existing Family support and readiness policies and the working dynamics between primary prevention and response.
  • Meets regularly with other members of the JFHQ IPP cell to facilitate the dissemination of information to the NGB and to the Wings/Regions. Liaises, where appropriate, to capture prevention trends pertinent to family violence and abuse prevention.
  • Performs other duties as assigned.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.

Qualifications

GS-12 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience at the GS-11 grade level that provided the ability to analyze problems, identify significant factors, gather pertinent data and recognizing solutions; prepare reports, plans, policies and various correspondence; evaluate objectives and develop plans to facilitate the availability and effective utilization of various social science resources and knowledge of the organization and its mission and utilized the organizational staff procedures. This specialized experience must also include the ability to apply analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions and experience in managing the function of the work to be performed and experience which includes leading, directing and assigning work of personnel.

Must also possess experience managing and administrating programs and services that participate in family violence and abuse prevention program planning; working with complex helping systems; planning, conducting and evaluating family violence and abuse prevention training programs and working with laws, regulations, executive orders, issues, etc., relating to the primary prevention of family violence and abuse (i.e., child abuse, domestic violence, and intimate partner violence) and the development of healthy behaviors, averting harm or abuse before it occurs.


Must currently possess or able to maintain at a minimum, a completed National Agency Check (NAC).

Education

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position. (Include legible copies of transcripts showing awarded degree with application.)

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (e.g. counseling, psychology, etc.). The quality of the combination of education and experience must be sufficient to demonstrate the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.

OR

Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Applicants may meet minimum qualification requirements through experience equivalent to a 4-year degree.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

a. Highly-Qualified: The numeric value rating normally ranges from 90-100 points. This higher numeric value group is applied for those candidates who possess the type and quality of experience that substantially exceeds the minimum qualifications of the position, including all selective placement factors and appropriate numeric ranking factor(s) as determined by the job analysis and crediting plan. To be Highly-Qualified, the candidates are considered, by the Human Resources Specialist (Staffing), as highly proficient and fully competent to effectively perform all the job requirements and can successfully perform in the position almost immediately, or with a minimum amount of training and/or orientation.

b. Well-Qualified: The numeric value group normally ranges from 80-89 points. This next lower numeric value group is used for those candidates that meet the minimum qualifications of the position and are proficient in most, but not all, of the requirements of the position. Candidates may require some training and/or orientation in order to satisfactorily perform the duties of the position.

c. Qualified: The numeric value group normally ranges from 70-79 points. This lowest group is for those candidates who meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates will require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
