This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

This is a TERM position not to exceed 3 years. TERM appointments may be extended up to a maximum of eight (8) years depending upon the needs of management.

Duties

Help
  • Plan, direct and execute actions required to formulate, develop, coordinate and implement policies and guidelines governing the designated funding appropriation portion of major programs.
  • Exercise control and surveillance over funding matters to assure successful attainment of project objectives.
  • Formulate annual and multi-year budget estimates with multi-appropriations.
  • Compile narrative and statistical material and prepare exhibits and related background information for program briefings
  • Prepare documents needed to process budget estimates.
  • Request for supplemental appropriations requests for reprogramming apportionments, and allotments from higher headquarters needed to finance new programs or program changes brought about by legislative action.
  • Perform in-depth analysis of budget requests considers unforeseen factors in development and production.

  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This is a Financial Management Level 2 Certified position which requires the incumbent to comply with requirements of this certification program within 24 months of entering the position.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Developing budget and/or programming strategies in accordance with regulatory and/or organizational procedures; (2) Managing the execution and/or reporting of organization's budget utilizing knowledge of budget processes, procedures, requirements, and/or tools; and (3) Applying analytical tools such as activity cost estimates, projected workload and/or cost-benefit analysis to ensure cost effectiveness of assigned activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).

Education

Some Federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

About the Position: This position is located at Fort Hamilton in Southern New York City, Bay Ridge Brooklyn, at the base of the world famous Verrazano Narrows Bridge. It is 20 minutes to mid-town Manhattan. Since Spring 1998, the Fort Hamilton Military Community has been home to the North Atlantic Division, U.S. Army Corps of Engineers; New York City Recruiting Battalion; and New York Military Entrance Processing Station. Commuter buses and trains are readily accessible from this location.
