Duties

Help

The incumbent will serve as Assistant Chief of the Financial Disclosure Staff and Staff Counsel to the Committee on Financial Disclosure of the Judicial Conference of the United States and assist with providing professional advice and guidance related to the implementation and administration of the financial disclosure provisions of the Ethics in Government Act of 1978, as amended. Additional responsibilities include assisting with reviewing and certifying report compliance with applicable laws, and the management of staff.

The duties of this position include, but are not limited to:

  1. Managing and supervising a team consisting of paraprofessionals and administrative staff in examining and reviewing financial disclosure reports required to be filed by federal judges and qualifying Judiciary employees in accordance with the Act.
  2. Managing and administering the redaction process in accordance with the Act, and releasing reports requested by the public.
  3. Supporting the Committee on Financial Disclosure by providing policy and operational advice and guidance throughout the year and organizing and preparing agenda books, Judicial Conference reports, and other materials (statistical reports, research, and recommendations) relating to biannual Committee meetings.
  4. Providing advice and guidance concerning interpretations of the Act, Committee procedures, financial disclosure reporting requirements for investment and financial instruments, and the public disclosure policies to the Director of the Administrative Office, General Counsel, judges, judicial employees and staff, and the public.
  5. Managing, in consultation with the appropriate technology staff, the development, maintenance, and operation of the current Financial Disclosure Online Reporting System and the Financial Disclosure Reporting software and lead the transition to a modernized financial disclosure system.
  6. Consulting and collaborating with designated Assistant General Counsels to develop and provide legal advice and recommendations regarding the application of the Act, the Judicial Conduct and Disability Act, the Codes of Conduct, and related statutes and regulations.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Bar Membership: Applicants must currently be an active member in good standing of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico or a federal court of general jurisdiction. Applicants are responsible for citing minimum qualifications such as J.D. and bar membership information (institution name, state(s) for bar, and dates) on their respective resumes. Post J.D. Experience: Applicants must also possess at least2 years of post J.D. experience. At least one year of this experience must be working as an attorney for an agency or other unit of the state or federal government, with service in a state or federal court or other entity in the federal judiciary preferred. Service as a judicial law clerk to an Article III Judge, or to another judicial officer of the federal judiciary, or in a court or other unit of the federal judiciary does satisfy this preference.

Specialized Experience: Subsequent to graduation from law school, applicants must have at least one year (52 weeks) of specialized experience (preferably four or more) which is in or directly related to the line of work of this position. Specialized experience for this position is demonstrated experience as a senior level attorney providing legal advice and guidance on a broad range of issues, policies, procedures, and legislative matters.

Education

Applicants must possess a law degree (J.D.) from a law school accredited by the American Bar Association (ABA). Qualifying education must have been obtained from an accredited college or university recognized by the Department of Education.
