Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements.
Performs market research/analysis to determine availability of the requirement; analyzes market trends, commercial practices, conditions and technological advances and determines the sources to be solicited.
Determines appropriate method of procurement using a wide range of contracting methods and contract types.
Selects appropriate contracting approaches, techniques, and procedures to solve a variety of acquisition problems.
Analyzes contracting issues and recommends best course of action.
Performs acquisition planning with program manager/customer, technical, legal, finance and contract pricing personnel to develop market research, acquisition strategy, milestones, evaluation/source selection criteria, and/or incentive or award fee.
Procures a wide variety of services, commodities, and/or construction.
Contracts assigned may contain a variety of unique attributes such as special handling provisions or other specialized terms and conditions, unfavorable market conditions, and limited competition or sole source requirements.
Executes post-award contract performance management actions on assigned contracts.
Monitors and evaluates contractor performance for compliance with terms and conditions of contracts and ensures timely submission of technical progress reports and performance metrics.
Makes field site visits to detect and/or correct labor standards violations.
Takes appropriate action to expedite delivery or performance when required by mission changes, monitors the contractors' use of government-furnished property inventories, and issues change orders as necessary.
Obtains additional funds or de-obligates funds, as required.
Provides business advice and guidance to technical personnel and others on contracting work and prepares correspondence.
If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.
Any other individual selected for this position will be Indefinite.
Management has the right to convert this position to permanent status without re-advertising.
Indefinite employment can be terminated with a 30 day notice.
Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.

May be required to successfully complete a probationary period.
Males born after 31 December 1959 must be registered for Selective Service.
Participation in direct deposit is mandatory.
Qualifications
GENERAL EXPERIENCE: All on-board Title 5 Excepted Service employees assigned to Series GS-1102 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the contracting program business with demonstrated understandings of the complex principles and concepts defined by the NG Title 5 Excepted Service Series GS-1102 positions. Must also possess skill in collecting and analyzing contracting data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; and skill in applying procedures and directives by reading and interpreting program material.
GS-07 SPECIALIZED EXPERIENCE: Must meet positive education requirement. Must possess an understanding of the basic principles and concepts of the National Guard Procurement business and/or contracting program requirements and certifications. Your experiences and training must demonstrate your ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Examples of qualifying specialized experience include:
* Knowledge of developing, preparing, and presenting terms and conditions in bids or proposals related to the award of contracts.
* Knowledge of fiscal and supply programs, policies, and procedures which interrelate with contracting and small purchase programs.
* Knowledge of interpreting a variety of procurement regulations and technical requirements.
* Knowledge of techniques used to negotiate contract prices and terms with contractors.
* Knowledge of applying procurement and contracting methods, principles, and procedures.
As a condition of continued employment in the GS-1102-07 position, must complete Level One Certification within 24 months of appointment into this position.
GS-09 SPECIALIZED EXPERIENCE: Must meet positive education requirement. Must have been awarded Level One Certification under the Defense Acquisition Workforce Improvement Act (DAWIA). Must have one year of specialized experience in functional contracting experiences and competencies that provided knowledge of contracting principles and procedures to include the following business: Procurement in Pre-Award and Award Contracts; Simplified Acquisition Procedures; Small Business Socio-Economic; Delivery Order / Task Order; Contract Administration; Purchase Card program. Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. Examples of qualifying specialized experience include:
* Knowledge of federal contracting laws and purchasing and contracting regulations, directives and procedures governing contracting activities.
* Knowledge of sealed bidding procedures sufficient to develop contracts for a variety of supply, service and construction requirements.
* Knowledge of contract negotiation techniques sufficient to negotiate and administer contracts.
* Knowledge of contract administration principles/practices to monitor contractor performance and solve problems relating to contract modifications, contract progress, contract payments and other similar problems.
* Knowledge of specific contractual requirements, terms and conditions, and pricing provisions necessary to evaluate costs, to analyze effects of contractor change proposals, and to develop positions for negotiating fair and reasonable settlements.
* Knowledge of procurement monitoring and management control techniques necessary to monitor the contractor's financial and business conditions and to detect indicators having an adverse impact on contract performance.
As a condition of continued employment in the GS-1102-09 position, must complete Level Two Certification within 24 months of appointment into this position.
GS-11 SPECIALIZED EXPERIENCE: Must meet positive education requirement. Must have been awarded Level Two Certification under the Defense Acquisition Workforce Improvement Act (DAWIA). Must possess 12 months of specialized experience which includes broadening contracting experiences and competencies that provided full working knowledge and skill in contracting principles and procedures to include the following tasks: Procurement in Pre-Award and Award Contracts; Simplified Acquisition Procedures; Small Business Socio-Economic; Delivery Order/Task Order; Contract Administration; Purchase Card Program. Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. Examples of qualifying specialized experience include:
* Developing, preparing and presenting terms and conditions in bids or proposals related to the award of contracts.
* Negotiating and awarding contracts, contract modifications, and/or subcontracts.
* Legal practice involving participation in negotiating, awarding, or administering contracts, or the analysis of procurement policies and procedures.
* Administering the terms and conditions of contracts, including such aspects as preparing contract modifications, evaluation of performance under the contract, and contract termination.
* Analyzing proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production efficiencies, and evaluating methods of allocating costs through various types of overhead and general and administrative expense.
* Formulating policies and procedures for the acquisition of goods or services, participating in procurement management reviews and contract clearance, or developing positions on claims and protests related to contracts.
This position may be filled at the GS-07 or GS-09 trainee grade or the target grade of GS-11. An applicant who is selected at one of the trainee grades will have potential for promotion to the target grade of GS-11 without further competition. Promotion to full operating/journeyman level will be made after qualifications and eligibility requirements have been met and the incumbent is performing at the higher level in a satisfactory manner.
ADDITIONAL CONDITION OF EMPLOYMENT:

Education
POSITITVE EDUCATION REQUIEMENT FOR ALL GRADES: Must possess a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
The Basic Requirement stated above applies to individuals who initially entered -or- will enter the National Guard (NG) Title 5 Excepted Service Contracting Program, Series GS-1102, positions, on/or after October 1, 2000.
Current National Guard (NG) Title 5 Excepted Service Contracting Program, Series GS-1102 employees who occupied GS-1102 positions with authority to award or administer contracts, above the simplified acquisition threshold on/or before September 30, 2000, are exempt from meeting this education requirement.
Substitution of Graduate School Education for Specialized Experience factors may be applied in order to qualify for an entry level GS-1102-07 position on the basis of completed graduate degree.
