Duties

Help
  • Provides support to interdisciplinary teams in the development of Resource Management Plans, Environmental Assessments, Environmental Impact Statements, and Categorical Exclusions.
  • Reviews environmental assessment documents prepared in the District/Field Office to ensure compliance with all applicable laws and regulations.
  • Assists team leaders in determining level of detail, scope of analysis, and checks quality of the documents being produced. Ensures the analysis is clear and consistent and makes corrections as needed.
  • Works with team leads, senior specialists and Field and District Office managers and supervisors to prepare and monitor time schedules for District/Field Office planning efforts.
  • Works closely with the District/Field Office Public Affairs Officer, project leads and managers to ensure land use planning efforts are well coordinated with State, local, and Federal agencies.
  • Provides training and guidance on data input and interpretation, quality control, and administrative record management of district/field level plans.
  • Responsible for preparation and monitoring of the District/Field office land use and annual work plans.
  • Serves as Contracting Officer?s Representative in matters of contracting out work related to resource management plans, environmental impact statements, and related documents.

Qualifications

GS-09: Applicants must possess one (1) year of year of specialized experience equivalent to at least the GS-07 in Federal Service. Examples of specialized experience may include: experience in general natural resource management planning and environmental analysis; reviewing environmental assessment documents to ensure compliance with applicable laws and regulations; reviewing documents to ensure they are well-written and defensible; and experience creating and maintaining planning and environmental analysis reports, and providing clarification of reporting requirements - OR - a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or a LLB or J.D if related - OR - an equivalent combination of the type and level of experience and education described above.

GS-11: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-09 in Federal Service. Examples of specialized experience may include: experience with land use and multiple use resource management planning; experience working on interdisciplinary teams responsible for land use planning and environmental analysis processes; reviewing planning and NEPA documents to ensure they are well-written and defensible; reviewing environmental documents to ensure compliance with applicable laws and regulations; maintaining planning and environmental analysis reports/database, and providing training and clarification on reporting requirements - OR - 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related field of study - OR - an equivalent combination of the type and level of experience and education described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The individual works primarily in an office setting at this level. There may be some walking, standing or bending. There is some infrequent field work in this position, therefore, the individual may on occasion be required to walk or ride vehicles or horseback over rough terrain, and perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such as equipment and samples and boxes of files.

Work Environment: The work is performed primarily in an office setting for long hours and under tight deadlines. However when necessary to complete the work, there may be outdoor exposure. Outdoor exposure requires some discomfort in extremes of temperature or
inclement weather.
