Help

Responsible for developing, coordinating, executing, and evaluating an integrated communication strategy and overall program in support of all DAU activities including those of the business units. The program goals consist of an outreach campaign that informs the workforce of product development, activities, services, and capabilities available through the DAU platform. Duties include but are not limited to the following:

  • Works closely with the director of communications and public affairs to plan and organize strategic communication efforts in support of DoD acquisition policy, initiatives and communication strategies as they relate to the DAU mission, its projects, programs and strategies. Helps develop top level messages, themes and products in support of DoD, Undersecretary of Defense (Acquisition and Sustainment) and DAU goals.
  • Provides continual analysis of ongoing outreach initiatives to identify areas for improvement and makes recommendations for adjustment in both short and long range communications planning and programs. Proactively seeks opportunities for extending the reach of communication efforts. Conducts research regarding customer perceptions, defines needs and creates benchmarks to measure success. Identifies emerging issues and targets of opportunity that may arise.
  • Advises senior leaders on metrics development, feedback process management, customer focus, and strategic performance indicators. Works to develop new ways of gathering meaningful input to develop more effective communications strategies and improve understanding of DAU's mission, activities, available products and services, as well as achievements and accomplishments.
  • Serves as a subject matter expert for outreach, communication, marketing, and information sharing, exercising overall responsibility for developing and implementing a comprehensive strategy aimed at communicating the DAU mission and messaging to a variety of federal, military, and commercial audiences.
  • Plans, creates, implements, coordinates, and directs a comprehensive program designed to inform and influence key decision makers in the military, federal and corporate arenas.
  • Informs and trains other personnel in the proper development, implementation, and utilization of market research information, outreach and marketing plans, exhibit design and development, and promotional materials.

Qualifications

SPECIALIZED EXPERIENCE: One (1) year of specialized experience at the next lower broadband, NH-03, equivalent to the next lower grade, GS-13 or equivalent, in other personnel pay systems including experience in the actual type of work for which application is made. Specialized experience is:

  • Experience identifying communication needs and developing informational materials that inform appropriate and varied audiences of the organization's policies, programs, services and activities.
  • Experience evaluating the effectiveness of information and communication programs in furthering organizational goals.
  • Experience advising senior leaders and management on policy formulation and potential public reaction to proposed policy.
  • Experience with designing and developing informational materials for both the general public and targeted audiences.
  • Experience establishing and maintaining effective working relationships with all media, and internal and external customers.
  • Experience with planning, initiating and implementing comprehensive public affairs and strategic communication campaigns.
  • Experience with advising senior level management on the organization's various communication programs, plans and issues.
  • Experience with application of marketing/partnership principles, methods, and techniques and the ability to apply that knowledge with a high degree of resourcefulness, ingenuity and creativity. Includes the knowledge to segment target markets, identify specific characteristics, and determine the most effective marketing techniques to influence them.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

DAU requires reporting to the assigned duty location during each pay period. DAU supports part-time telework, but remote work and full-time telework are not offered.
