Summary

As a Program Analyst, you will serve as the program management analysis and perform assessments of disposal programs. In addition the applicant will serve as a financial expert on budgeting and financial management issues and activities, including historical costs. Determines fiscal budget and operational requirements and controls expenditures. 

Location of position: GSA, Public Buildings Service, Central Office, Office of Real Property Utilization and Disposal, on-site flexible.

As a Program Analyst, your duties will include:

  • Develops recommendations for zonal activities, operating policies and/or procedures.
  • Reviews, evaluates and monitors the progress of program areas in accomplishing Agency-wide objectives by appraising performance, progress, program status and trends against approved objectives and program goals and schedules.
  • Conducts complex analytical studies that are of special interest to specific functional activities or programs, and participates in unusual, controversial and sometimes highly sensitive aspects of the program.
  • Prepares and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation.
  • Serves as a financial expert on budgeting and financial management issues and activities, including historical costs. Determines fiscal budget and operational requirements and controls expenditures.

This is the GS-13 base salary range starts at $98,496 per year, Locality pay will be determined after selection

Specialized Experience:

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience related to the management of programs for the utilization and disposal of real property. Such experience must demonstrate the equivalent to analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; conducting or managing studies, analyzing findings and making recommendations on substantive programs; identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to determine if success has been met

  • Comprehensive knowledge of the range of administrative laws, regulations, policies, and precedents applicable to the administration of real property disposal.
  • Knowledge of qualitative and quantitative techniques to analyze the effectiveness and efficiency of assigned programs.
  • Knowledge of agency organization, programs, mission and functions in order to apply analytical and evaluative methods to issues concerning the efficiency and effectiveness or programs operations or functions.
  • Skill in written and oral communications required to explain and negotiate requirements and ability to present findings and conduct formal meetings in a concise and professional manner.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
