The National Center for Science and Engineering Statistics (NCSES) is one of thirteen statistical agencies of the U.S. Federal Government and is the federal statistical agency with responsibility for data and analyses on the science and engineering enterprise writ large. NCSES primary role is to provide a central clearinghouse for the collection, interpretation, and analysis of data on scientific and engineering resources and to provide a source of information for policy formulation by other agencies of the Federal Government. NCSES is responsible for statistical data on: (1) research and development (R&D) trends; (2) science and engineering (S&E) workforce; (3) U.S. competitiveness in science and technology (S&T) and R&D); and (4) the condition and progress of science, technology, engineering and mathematics (STEM) education. NCESE engages in the following core activities to provide support in the development of objective data:
Collect, acquire, analyze, report and disseminate statistical data related to the S&E enterprise in the U.S. and other nations that is relevant and useful to practitioners, researchers, policy makers and the public;
Support research using NCSES data;
Improve methodologies in areas related to the work of the Center, and
Support the education and training of researchers in large-scale nationally representative data sets.
NCSES is also responsible for producing the biennial Science and Engineering Indicators report for the National Science Board along with another congressionally mandated report, Women, Minorities, and Persons with Disabilities in Science and Engineering.
The Deputy Division Director serves as a member of the SBE and NCSES leadership teams. In collaboration with the Division Director, the Deputy implements overall strategic planning and day-to-day management for the Center with respect to ongoing NCSES data collections, the development of new data collections and products, ongoing and proposed analyses as well as management of the production of Science and Engineering Indicators and a wide variety of other products. Along with the Division Director, the Deputy Division Director provides leadership and guidance to Center staff members, determines funding requirements, maintains overall management of survey and other contracts, prepares and justifies budget estimates and budget products, balances program needs within NCSES, establishes priorities in data collections and analytical projects, allocates resources within the several NCSES programs and represents NSF to relevant external groups. The Deputy Division Director fosters partnerships within SBE, with other Divisions, Directorates, Federal agencies, scientific organizations, international bodies and relevant professional associations and the academic community.

EXECUTIVE/MANAGERIAL (E/Ms): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the E/Ms. If you fail to do so, you will be rated as "ineligible."

PROFESSIONAL/TECHNICAL (P/Ts): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the P/T qualifications. You must address each P/T qualification separately.
Essential
Education strongly preferred at the Ph.D. or equivalent, or a combination of education and equivalent professional experience in data collection methods or the analysis of statistical data, especially in reference to education, workforce, or research and development.
Demonstrated ability to manage one or more aspects of a large, complex statistical or research organization, including the design and implementation of nationally-representative data collections, and the analysis of results from such data collections, including outreach to external customers to obtain input and insights about needs and uses of data that are incorporated in surveys and data products.
Demonstrated knowledge or experience with laws, policies, and practices and procedures surrounding the federal statistical system, the protection and access to confidential survey data, federal budget preparation and execution, federal personnel management, federal procurement and contracting, and federal program evaluation.
Demonstrated knowledge of statistical methods and experience in the preparation and review of survey results or other quantitative information for dissemination to lay and technical audiences in a wide-range of traditional and online reporting formats (e.g., summary overviews, in-depth technical analyses, extensive tabular material, and micro data files or databases).
• When responding to the P/T and E/M qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the E/Ms and P/Ts. • Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.
Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive/Managerial (E/M) Qualifications (ECQs); but a narrative statement for each of the Professional/Technical (P/T) Qualifications (PTQs) is required.
The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions.
