As a Program Manager, you will:

  • Manage programs and execute tasks that communicate and engage with internal and external stakeholders to promote compliance with federal civil rights requirements within the transit industry nationwide, advance equity and accessibility initiatives, and help ensure FTA’s adherence to internal equal employment opportunity requirements.
  • Oversee processing of discrimination complaints filed by members of the public against local transit agencies, primarily under Title II of the Americans with Disabilities Act; including processes related to tracking, analysis of issues, investigative approaches, and written responses.
  • Draft and review a high volume of correspondence addressed to the public, transit agencies, FTA personnel, and others related to program issues and trends, investigative findings, and evaluations.
  • Evaluate and document program performance; conceive of, propose, and initiate action plans to address or solve issues; and prepare and deliver regular reports and briefings to senior leadership that provide expert analysis regarding program status, trends, and proposed process changes.
  • Represent the Office of Civil Rights and FTA at meetings, conferences, webinars, and other events and communicate complex, technical, and/or sensitive information in a way tailored to meet the audience’s needs and advance the agency’s objectives.
  • Serve as a Contracting Officer’s Representative to manage contracts, task orders, or other agreements entered into on behalf of FTA for work involving civil rights program implementation.

The Ideal Candidate is an experienced program management professional who has excellent program management, analytical, and communication skills with professional experience in external federal civil rights programs and/or public transit operations or planning.

NOTE:  If selected to interview for this position, candidates will participate in a structured interview process and will be given a topic to use to draft a writing sample.

CONDITIONS OF EMPLOYMENT:

  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • Applicant must be able to obtain and retain a secret security clearance.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience managing programs or projects involving contractors, stakeholders, or teams.
  • Experience analyzing, evaluating, or investigating issues or problems and developing solutions.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Program Management- Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing programs and resources, including monitoring and inspecting costs, work, and contractor performance.
Research - Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.
Interpersonal Skills -Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
