The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Exercises significant responsibilities in dealing with officials of other units or organizations or in advising management officials of higher rank.
  • Ensures resources and activities are focused towards issue resolution.
  • Keeps employees informed of management policies, federal employment benefits and responsibilities, and administrative matters.
  • Identifies and facilitates delivery of tools such as workspace, research materials, up-to-date technology and supplies to field using efficient, cost effective means. Allocates resources to ensure fair and equitable treatment of taxpayers.
  • Evaluates the effectiveness of the organization using systems analysis techniques, management information systems data, contacts with customers, and other sources, engaging internal and external stakeholders in joint efforts for process improvements.
  • Makes decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel.
  • Resolves unique issues when no policy exists, taking innovative actions and risks to address new customer demands or tax administration issues.
  • Evaluates subordinate supervisors or team leaders and serves as the reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors.
  • Recommends selection for subordinate supervisory positions and for work leader, group leader, or project director positions responsible for coordinating work of others.
  • Ensures reasonable equity of performance standards and rating techniques developed by subordinates.
  • Hears and resolves group grievances or serious employee complaints.
  • Reviews and approves serious disciplinary actions involving non-supervisory subordinates.
  • Recommends awards for supervisory and non-supervisory personnel and changes in position classification, subject to approval by higher level officials.
  • Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, and improve business practices.
  • Promotes and stimulates team interactions, recognizes and rewards team performance.
  • Identifies training needs to ensure employees are adequately trained.
  • Champions continued involvement in the coaching, mentoring and career path development of employees.
  • Maintains individual credibility with others on technical matters including actively seeking and identifying opportunities to improve professional, technical and management skills and abilities, consulting with the right resources, and focusing specialist activities towards issue resolution.

  • If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

QUALIFICATION REQUIREMENTS: To qualify for this position you must meet the qualification requirements outlined below:

SPECIALIZED EXPERIENCE: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower level pay band or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight; Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others; Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled; Experience applying budget and fiscal methods used in establishing and maintaining an organization. Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled.

AND

Experience in progressively responsible and diversified professional accounting or auditing work that required applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities, Interpreting and applying Federal tax law for individuals, business and/or exempt organizations, partnerships and corporations; Experience with business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; experience of corporate financial transactions and financial management principles and practices; and, interacting effectively with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and/or other similar business-related professions; Experience analyzing data processing systems, procedures, and interrelationships with other parts of the accounting systems; experience in determining audit trails and availability of records; and experience with electronic data recordkeeping systems such as database and enterprise systems; Experience writing programs to analyze accounting data and/or responsibility for oversight of employees performing these activities. Experience drafting and executing statistical sampling plans in accordance with IRS guidelines and/or responsibility for oversight of employees performing these activities. Experience applying Revenue Procedure 98-25 in cases where a taxpayer's records are maintained within an Automatic Data Processing system (ADP) and/or responsibility for oversight of employees performing these activities.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
