Duties

Help

  • Plans and directs NAII operations, serves as a senior advisor, supporting the Chief of Staff, and the Director of the NAII for National Operations by providing recommendations for improving the business practices for Operations, based upon comprehensive analysis of present operations and organizational structure.
  • Analyzes and evaluates current projects, budgets, resources, organizations, etc., develops comprehensive time-phased and cost-effective programs to meet mission requirements.
  • Assesses operations policy and procedures, as well as commercial sector processes, policies, and procedures to ensures the NAII maintains sound and progressive programs that embody the latest professional developments in Government and the private sector.
  • Establishes new fundamental concepts and criteria and stimulating the development of new policies, methodologies, and techniques.
  • Assesses and provides strategic direction for the development of policies.
  • Promulgates innovative solutions and methodologies.
  • Advises, manages, and leads on all matters relating to the program execution and integration across all program elements supporting the multifocal operations of the NAII including NAII centers across multiple VAMC's.
  • shows mastery experience in project delivery within allocated cost, schedule, technical and support constraints.
  • Exercises discretionary authority to approve the allocation and distribution of funds in the organization's budget.
  • Finds ways to improve production or increase the quality of the work directed.
  • Provides both technical and administrative oversight to GS employees.
  • Evaluates the work of subordinates, develops performance standards, and provides advice and instruction to employees on work and administrative matters of work-related assignments.
  • Responsibilities include candidate selections, appointment recommendation, staff promotions and reassignments, resolution of employee complaints or escalation to higher level supervision, effect minor disciplinary measures and recommending additional courses of action when required and improve efficiencies and quality of the work directed.
  • Requires mastery level skills in design thinking, process automation and optimization, analytics, strategy, risk and quality management, performance management and leadership.
  • Promotes high performance across teams, strategy deployment, and process excellence leading to an effective and efficient organization model that maximizes the effectiveness of the workforce in achieving the mission of the NAII, ORD, and VA.
  • Provides senior management skills to the department having far reaching and long-term implications for the future of AI and its implementation within the VA Healthcare system.

Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasionally incumbent is required to carry light objects, such as files, mail, supplies and papers.

Specialized Experience GS-15
One year of specialized experience (equivalent to the GS-14 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: 1. Analyzing a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Comprehensive knowledge of the range of administrative and clinical laws, policies, regulations, and precedents applicable to the administration health care delivery systems in general and in the country at large. Includes knowledge of agency program events and milestones, and methods of evaluating the worth of program accomplishments. Knowledge of relationships with other programs and key clinical/administrative support functions within the employing agency or in the other agencies; and 2. Conducting study objectives, to identify and propose solutions to management problems, which are characterized by their breadth, importance, and severity, and for which previous studies and established management techniques are frequently inadequate. Ability to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.

There is no educational substitution for the GS-15 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

COVID-19 Pandemic Expanded Telework Program - Due to COVID-19, VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement.
