Summary

This full-time PERMANENT remote position is located in GSA, Technology Transformation Services (TTS), and is responsible for improving the public’s experience by helping federal agencies make their services more accessible, efficient, secure and effective. The incumbent will serve as agency IT expert to perform analyses to improve business processes, solutions, practices, products, services or strategies based on user needs.

  • TTS is seeking to fill multiple PERMANENT appointments at the GS-15 level.
  • This is a virtual/remote position.
  • Duty station to be determined upon selection.
  • Salary to be determined upon selection, depending on duty location.
  • Current civil service employees will receive new appointments if selected under this Direct Hire Authority.

You must perform the following Major Duties utilizing expert level skill, mastery knowledge and significant IT experience:

GS-15:

Supervisory Duties:

  • Assigns, communicates and plans work assignments with each staff member, in conjunction with development of performance standards for critical job elements.
  • Provides technical and supervisory guidance to staff, reviews work for accuracy and compliance with instructions and policy, and recommends improvement of work methods.
  • Provides coaching, mentoring, and sponsorship to others in the organization, tailoring approaches to the needs of the employee.
  • Recommends position structure, interviews, selects, and trains employees.
  • Advises subordinates on technical and administrative matters and approves leave.
  • Incorporates equity and inclusion into plans for staff development, retention, training, speaking events, and experiential learning opportunities.

Senior Expert:

  • Serves as a senior  expert in Information Technology managing and directing multiple highly complex and innovative IT projects and initiatives in one or more of the following areas : Policy and Planning Network Services, Enterprise Architecture Data Management, Security, Internet, Systems Analysis, Systems Administration, Applications Software, Customer Support, and/or Operating Systems.
  • Applies analytical processes to the planning, design, and implementation of new and/or improved/enhanced information systems to meet the business requirements of customer agency.
  • Applies expert technical IT and software knowledge to consult with and advise customer agencies in modern software development methodologies, tools, techniques, and ways of thinking to create enduring change and to spread the adoption and application of innovative IT tools and techniques throughout Government.
  • Uses expert analytical skills to apply a wide range of qualitative and/or quantitative methods for assessing and improving project outcomes.
  • Provides expert IT technical advice, leadership, and direction on all software delivery related issues for the improvement of the product, platform, or service.
  • Consults with agency partners to identify creative solutions that support administrative priorities and agency practices.
  • Fosters partnering agency relationships and works continuously to retain federal partners by balancing their IT needs with budget, emerging technologies, and long-term growth potential.

  • Serve a one year probationary period, if required.
  • Serve a one year supervisory probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The GS 15 step 1 salary range starts at $136,908 per year. The total salary will be determined upon selection and based on the associated GS locality pay table for your assigned duty location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

QUALIFICATIONS


BASIC REQUIREMENTS: Have IT-related experience demonstrating EACH of the four competencies listed below:

Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).

Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.

Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.


GS-15 LEVEL SPECIALIZED EXPERIENCE REQUIREMENTS: In addition to the Basic Requirements listed above, you must have one year of specialized experience. Specialized experience: Specialized experience for this role is defined as:

  • Experience leading the development, delivery or integration of highly complex digital
    products or services;
  • Experience crafting or creating product vision, strategy or road maps;
  • Experience with agile or iterative development methodologies;
  • Experience supporting the overall planning, management, and direction of a program or of projects;
  • Experience building alignment with stakeholders.
