All groups of individuals within the civil service and the public. The "civil service" consists of all persons who occupy positions in the executive (includes excepted service), judicial, and legislative branches.
Provides strategic guidance in the development and conduct of audits, evaluations, and investigations.
Supervises the Deputy Inspector Generals of the DoD OIG oversight components, and provides strategic guidance in the development and conduct audits, evaluations, and investigations.
Represents the IG in engagements with the Secretary of Defense and other DoD senior leaders, Congress, the federal IG community, and the public.
Integrates actions and initiatives across DoD OIG components, including providing direction and guidance to the Chief of Staff for mission support and other relevant components.
Provides direction and oversight to special projects and programs initiated by the IG.
Promotes an organizational culture that fosters collaboration, excellence, and transparency, and establishes the DoD OIG as an employer of choice in the oversight community.
Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).

Incumbent may be required to travel both in the Continental United States, as well as overseas locations
All newly appointed career SES leaders are required to sign the Mobility Agreement as a condition of employment.
The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Applicants must provide evidence of progressively responsible leadership experience that demonstrates senior executive management capability directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.
Qualifications include both leadership skills that are applicable to all SES positions and technical or program qualifications specific to the position.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. 1. Demonstrated ability in accounting, auditing, financial analysis, law, management analysis, public administration, or investigations.
2. Demonstrated experience in senior leadership and broad knowledge of procedures and standards relevant to the work of the OIG.
3. Demonstrated expertise or abilities in overseeing the preparation of analytical, well-reasoned reports and other written products; reviewing relevant existing and proposed legislative and regulations; and representing the organization in contacts with key stakeholders, such as Agency Leaders or Congress.
DESIRED QUALIFICATIONS
Specific knowledge of the mission, organization, programs, policies, budgets, fiscal and accounting procedures, legal and regulatory requirements, and organizational management practices of the DoD, its Components, and the U.S. Military Services.
EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.
1. LEADING CHANGE. The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. LEADING PEOPLE. The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. RESULTS DRIVEN. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. BUSINESS ACUMEN. The ability to manage human, financial, and information resources strategically.
5. BUILDING COALITIONS/COMMUNICATION. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
