Summary

The incumbent serves as the Executive Secretary to the Chief of Staff/Deputy Chief of Staff for Ralph H. Johnson VAMC in Charleston, SC. The incumbent should have superior organizational, problem solving skills, travel arrangements, independently disposes of a large volume of inquiries daily that are received from the various services and typing skills. In this role, you'll be part of an integral team that directly supports the executive leadership team.

Duties Includes:

  • Meets daily or as needed with supervisor discussing drafts of letters, publications, agendas for meetings appointments, methods by which problems have been or will be handled, follow-up action on delayed action and related functions.
  • Recommends solutions to problems based on his/her knowledge of past practices, regulations and policies.
  • Responsible for all travel arrangements for the Chief of Staff. Coordinates coverage for the Chief of staff position in his absences and insures notification of it to the appropriate hospital personnel.
  • Independently disposes of a large volume of inquiries daily that are received from the various services ranging from operating procedures to policy questions from professional and administrative functions of wide variety. The incumbent consults VA Manuals as necessary in order to cite references and has the responsibility of orienting all secretaries of the professional services regarding the administrative relationships and responsibilities to the Offices of the Chief Executive Officer and Chief of Staff.
  • Is authorized to make independently assignments to staff members without discussion with Chief of Staff, such a request for information to complete reports, teletypes requests for data, requests from the administrative divisions for certifications and related functions. He/she ensures that material is duplicated as needed for coordination, based on knowledge of hospital organization and significance of given material. Incumbent is keenly aware of due dates on correspondence or requests arriving in the Chief's office for action, and prioritized work to ensure that all deadlines are met.
  • Incumbent explains report requirements and arranges for submission of data to be assembled with other services. Informs and instructs appropriate personae! concerning procedures for preparation of correspondence related to these reports. The incumbent coordinates with Personal, Medical Administration, Fiscal, and other administrative services related to Consulting and Attending appointment and control of funds, proficiency ratings, promotion requests, special work orders, admission involving Congressional interests, etc. He/she ensures completeness of documents before they are released to these divisions.
  • Incumbent receives and listens to complaints and grievances from patients or from individuals on behalf of patients. Investigates the complaints, initiates action or changes necessary to rectify the situation, and reports corrective action taken to patient and/or representative. Acts as patients advocate using seasoned judgment to solve problems.
  • Employee/Patient Courtesy. Greets visitors and patients to the Office of the Chief of Staff, referring such inquiries or complaints to the appropriate office; receives and screens telephone calls and visitors to the Chief of Staff's Office, on own initiative determining the nature of the business and either handle it herself or refers to the proper individual to expedite all requests to that office.
  • Research independently for information of concentrated nature of all files, Medical Center Memorandum, VHA Directives, Clinical Letters, and other numbers policy and procedural documents from the Department Veterans Affairs. Must be able to readily retrieve requested data for a variety of requestors who come to the Chief of Staff's Office for assistance.
  • Incumbent must have skill in taking and transcribing dictation. Transcribes letters and other documents from tapes; systematizes office files and records within latitude permitted by Records Control System.
  • Incumbent has responsibility for receiving, editing and sending confidential correspondence from Legislative Personnel (both local and national), VACO, V ARO, other Federal Agencies, Academic Officials, Law Enforcement Officials, Attorneys, etc. It is the responsibility of the incumbent to determine and utilize the most appropriate method of transmission, i.e., telephone, telegraph, US mail, Fax and/or electronic mail. Additionally, controlled and numbered correspondence must be logged in/out, and the incumbent must maintain a chain of travel throughout the Medical Center on it.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/28/2023.

Time-In-Grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.


You may qualify based on your experience and/or education as described below:

Specialized Experience: One (1) full year of specialized experience equivalent to or at the next lower grade of GS-07 in the Federal service that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Secretary (OA), and that is typically in or related to the work of this position. Specialized experience includes: Filing, typing, entering data, Identifies and analyzes problems, uses computers, software applications, databases, and automated systems to accomplish work, specifies goals and obstacles to achieving those goals, generates alternatives, considers risks.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave.
