Serve as chief communications and media advisor for the CEO, USAGM leadership, and senior management.
Serve as agency spokesperson in all press engagements.
Represent USAGM in high-level meetings with senior officials of other organizations, with authority to present the USAGM's point of view on matters of critical importance to the overall mission of the agency.
Develop a communications strategy to broaden awareness of USAGM's news operations, which have a weekly audience of 410 million people.
Identify communication challenges and emerging issues facing the USAGM.
Oversee the planning, direction, integration, and coordination of USAGM-wide communications programs and activities, including outreach efforts.
Manage and oversee internal and external communication, speechwriting and event planning.
Establish and maintain effective working relationships with members of the media and specialized groups interested in U.S. international media.
Oversee the drafting of speeches, briefing materials, formal replies, and talking points for the CEO; and oversee the preparation and dissemination of internal newsletters and other means of maintaining effective two-way communications with the staffs of the USAGM and its networks and affiliates.
Exercise full managerial, work planning, and human resources responsibilities.
Promote a culture of high performance and continuous improvement that values learning and a commitment to quality; mentor and develop staff using a supportive and collaborative approach.

Qualifications
Merit promotion applicants must meet time-in-grade requirements as defined in 5 CFR 300, subpart F.

Applicants must have a minimum of one (1) year of specialized experience at a level of difficulty and responsibility comparable to the GS-14 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position and includes all of the following:
National and global experience with a news media organization working as a journalist or working extensively with journalists.
Writing clearly and quickly on deadline, responding to crises, and staying calm under pressure.
Representing and acting as spokesperson for executive level officials.
Planning, managing, and/or overseeing events and event planning.
Managing a staff of public affairs specialists.
Education
