Duties

  • Represents the GC in various capacities, to include when the GC is unavailable, for the leadership, supervision, and control of all efforts within purview of OGC.
  • Oversees and directs the implementation of OGC strategic planning and operations, and develops and implements performance-based metrics for OGC.
  • Directs the development of OGC policies and procedures in accordance with the objectives and concepts of operations established by the GC and the IG.
  • Serves as the Alternate Designated Agency Ethics Official responsible for the administration and oversight of the DoD OIG Ethics program.
  • Oversees the administration of the Confidential and Public Financial Disclosure programs within the DoD OIG.
  • Renders legal opinions on audits, investigations, procurements, contracts, personnel, as well as international, fiscal, and litigation matters.
  • Engages in major planning and policy deliberations at top levels within DoD OIG, where participants include key officials and other personnel on the IG's staff
  • Assists the GC in representing the interests of the IG in direct dealings with members of Congressional committees and Committee staffs.

  • Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).

  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.
  • Applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment. Incumbent is subject to random drug testing for the duration of service with the DoD OIG.
  • Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
  • All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Incumbent may be required to travel both in the Continental United States, as well as overseas locations.
  • All newly appointed career SES leaders are required to sign a Mobility Agreement as a condition of employment.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Basic Requirement:

Must be a graduate of American Bar Association accredited law school and an active member in good standing of the bar of a state, the District of Columbia, or a U.S. commonwealth or U.S. territory. See "Required Documents" section below for guidance on acceptable documentation.

Qualifications include both leadership skills and characteristics that are applicable to all SES positions and technical responsibilities specific to the position.

Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the responsibilities of this position. The best qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts referencing the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). All factors are mandatory unless stated otherwise. These factors are required, and must be addressed for the incumbent to perform the duties of the position. The mandatory technical qualifications must be submitted to be rated eligible for the position.

This position has been evaluated to be a Tier B position under the DoD OIG SES Personnel Management and Compensation System.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative Must Not Exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

1. Management experience in leading and motivating a highly trained professional legal staff.

2. Diversified experience dealing with highly complex issues within a number of the subject areas relevant to an Office of Inspector General, which include: audits, inspections, and investigations; appropriations and fiscal law; procurement/contract law; constitutional law; criminal law; national security, employment, ethics and administrative law.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.

1. LEADING CHANGE. The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
2. LEADING PEOPLE. The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
3. RESULTS DRIVEN. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. BUSINESS ACUMEN. The ability to manage human, financial, and information resources strategically.
5. BUILDING COALITIONS/COMMUNICATION. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

PCS/Relocation expenses, if authorized, will be in accordance with Joint Travel Regulations.

Applicants will be evaluated based on the quality and extent of their experience, training, and/or education indicated on their resume and responses to the technical and executive qualifications listed above. Resumes will be evaluated by a rating and ranking panel, and best qualified candidates may be invited to participate in a structured interview. The Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.

In addition to meeting basic qualification requirements, applicants must have substantive experience which provides knowledge of the principles of organization, management and administration; and substantive specialized experience in a type of work or combination of functions directly related to this position.
