The incumbent is responsible for managing and supervising the operations of Commander, Navy Installations Command (CNIC) N9 QOL/CSP programs, facilities and activities onboard Naval Base Coronado. These programs include, but are not limited to; Morale, Welfare, and Recreation (MWR), Fleet and Family Service Center (FFSC), Child and Youth Programs (CYP), Dining Services (DS), Housing Programs (Bachelor Housing (BH), and Family Housing (FH)).
Summary
The incumbent is responsible for managing and supervising the operations of Commander, Navy Installations Command (CNIC) N9 QOL/CSP programs, facilities and activities onboard Naval Base Coronado. These programs include, but are not limited to; Morale, Welfare, and Recreation (MWR), Fleet and Family Service Center (FFSC), Child and Youth Programs (CYP), Dining Services (DS), Housing Programs (Bachelor Housing (BH), and Family Housing (FH)).
Primary duties include the planning, directing and execution of a highly diversified QOL/CSP program that includes MWR, Housing, FFSC, DS, and CYP programs located at NBC, and is responsible for their overall direction and cross programs coordination. The incumbent continuously monitors, supervises, and evaluates MWR, Housing, FFSC, DS and CYP programs at the site/installation level to ensure that high quality products and services are provided to active duty military personnel, family members, military retirees and DoD civilians. The incumbent also ensures that all products and services are delivered within the regulations and policies established by the DoD, DoN, the QOL/CSP Program Director, and the respective Programs Managers.
While the incumbent reports directly to the NRSW QOL/CSP Program Director for matters pertaining to the day-to-day management and execution of MWR, Housing, FFSC, DS and CYP programs and facilities, the incumbent also serves as the primary advisor to the various QOL/CSP Program Managers for matters pertaining to their respective programs. The incumbent is responsible for keeping the site/installation commander informed of the status of all current and future programs, projects, services, and problem areas that may affect the morale and quality of life of military personnel and family members stationed on or near NBC. Additionally, incumbent is expected to serve as the installation commander's primary representative (or spokesperson) for communicating to the respective Programs Managers (MWR, Housing, FFSC, DS and CYP) the Commanding Officer's concerns, desires, and priorities for the delivery of current and future MWR, Housing, FFSC, DS and CYP programs, projects and services.
Incumbent shall work closely with the Regional QOL/CSP Program Managers and the Regional MWR Business Activities Manager on all matters pertaining to the planning, programming, budgeting and execution of programs.
Incumbent is responsible for providing training and supervision to subordinate personnel. Also provides guidance, advice, assistance and interpretation of policies and procedures and overall work assignments to APF/NAF and Active Duty personnel assigned to NBC MWR, Housing, FFSC, DS, CYP organizations.
Maintains liaison with top management by keeping the QOL/CSP Program Managers apprised of important developments. Implements major policy items in the form of MWR, Housing, FFSC, DS, CYP Standard Operation Procedures (SOPs). Recommends policy changes to Program Managers and ensures implementation and promulgation of policy decisions. Acts as the MWR, Housing, FFSC, DS, CYP liaison on complex and delicate problems having public relations, Department of the Navy, or Regional implications reflecting on the services and procedures.
Coordinates and monitors overall policies relating to NBC MWR, Housing, FFSC, DS, CYP operations and programs which provide services in support of the installation and the local Navy community. Implements Navy and higher authority policies; monitors compliance with policy and operating guidance and procedures promulgated by the Program Managers; Commander, Naval Installation Command; acts personally on problems having significant or adverse implications reflecting on the overall MWR, Housing, FFSC, DS, CYP programs; and, maintains liaison with NBC tenant commands and activities, Program Managers, other military services, outside agencies and professional organizations concerning MWR, Housing, FFSC, DS, CYP operations.
Implements processes for the timely completion of inspections, inspection reports and follow-up actions and reports. Develops draft command responses to inspection and audit reports and proposes procedures for corrective actions.
Responsible for developing NAF and APF budgets for review and approval. Incumbent is also responsible for ensuring the propriety of resource expenditures, accurate inventories and controls for all MWR, Housing, FFSC, DS, CYP NAF and APF property, and the sound overall economic operation of NBC MWR, Housing, FFSC, DS, CYP activities through regular analysis of financial assets and liabilities. Through subordinates, maintains budget records for all activities. Ensures the priority of all purchases determines urgent requirements. Responsible for all MWR, Housing, FFSC, DS, CYP property (APF and NAF) and merchandise at the installation.
Reviews and releases technical and administrative reports as authorized and/or directed by the CO NBC and/or CNRSW CSP Director. Attends conferences and meetings aboard NBC in the capacity of a Department Head to keep abreast of all items pertaining to local MWR, Housing, FFSC, DS, CYP support responsibilities. Maintains close liaison and communicates with the Program Managers by telephone, informal correspondence and personal contact.
Ensures compliance with fire, safety, sanitation, security and environmental regulations.
Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.

Qualifications
A degree in Recreation or Business Administration or equivalent experience and specialized training in the recreational field, Housing, Family Service Centers, or CYP programs is required. The diversified functions and duties of the position require an in-depth knowledge and background in the broad fields of recreation, management, food and beverage management, Housing, FFSC, and CYP. The incumbent must possess a detailed knowledge of the goals, principles and techniques of recreation, food and beverage management, housing, FFSC, and CYP Programs; a thorough understanding of the interests and motivations of individuals and groups; and the program planning, organizing, and administrative skills required to devise and carry out programs that stimulate and sustain the interest of participants so that they may benefit from the physical, psychological, and social values to be derived from the activities, The incumbent must have the ability to conduct comprehensive analysis of organizational structures, methods and procedures. Must be able to make favorable personal contacts with all levels of management personnel, operating officials and employees within NBC and Regional MWR, Housing, FFSC, DS, CYP organizations.
Extensive experience in a supervisory capacity in a large recreational department and/or business environment is required. Incumbent must have extensive background in budgeting, financial management and planning. Incumbent should also have a sound working knowledge of the project planning and initiation process, including military construction, special projects and projects to be accomplished with local NAF. Must be able to discuss any or all phases of programs and to make decisions involving the extension or expansion of existing services. Additionally, the incumbent must have extensive knowledge of food and beverage operations, MWR, Housing, FFSC, and CYP programs. Must be able to travel, visit other activities, evaluate different program elements, and compare similarities and differences as they pertain to NBC current and future MWR, Housing, FFSC, DS and CYP programs and missions.
Leadership. Must be a positive leader who is able to influence the actions of others in obtaining cooperation and assistance to meet the mission of NBC MWR, Housing, FFSC, DS and CYP organizations. Must be able to present and sell ideas, plans and programs to the site/installation commander, the respective Southwest Region Program Managers and higher authority for approval. Must be able to encourage the maximum number of personnel to participate and/or take advantage of MWR,Housing, FFSC, DS and CYP programs.
