Duties

Help
  • Determining workload projections and current and future competency gaps to align human capital with organizational goals.
  • Determining the appropriate pay system, occupational grouping, title, and pay level of positions.
  • Advise management on recruitment strategies, sources, special programs, relocation, and retention incentive programs.
  • Building and managing a workforce based on organizational goals, budget considerations, and staffing needs.
  • Collaborates with and leads management in employing change management process concepts and techniques such as strategic planning and workforce development.
  • Implements an internal recruitment program designed to meet the staffing needs of the organization and one that is responsive to dynamic changes in mission and business practices brought on by complicating factors.

Qualifications

Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes: determining appropriate rating and ranking selective factors and developing crediting plans to assess varying degrees of job qualifications; supporting an organization's recruitment and placement program through the research, interpretation, and application of Title 5 personnel principles, procedures, and regulations; provide recommendations to management on organizational design with emphasis on career development principles and practices; and relating position classification to the management process and other HR programs.

Education: Education cannot be substituted for experience.

DEU certification and USA Staffing experience highly recommended but not required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
