The position is that of Internal Ombudsman Specialist. The incumbent of this position works under the direction of the Internal Ombudsman with an emphasis on Employee Engagement, Organizational Improvement, and Change Management efforts.

Major duties include:

  • Researches and analyzes a wide range of subjects primarily related to employee engagement, organizational improvement, change management, and other programs informing or benefiting the FDIC workforce.
  • Plans program activities and events, and guides junior staff members in the creation of agendas, charts and other program materials to collaborate with team members and stakeholders.
  • Gathers, sorts, and organizes information, conducts independent analysis, and recommendations for review by the Internal Ombudsman and senior staff.
  • Oversees the compilation, tracking and analysis of annual Federal Employee Viewpoint Survey (FEVS) results.
  • Conducts independent FEVS data analysis to identify strengths and areas of weakness, creates presentations of the analysis, and makes recommendations to the Internal Ombudsman and division leadership on ways to address identified issues.
  • Tracks participation rates and other metrics derived from the survey and reports on progress to management across the FDIC.
  • Plans and implements communication strategies. Drafts, and also reviews and edits, routine and non-routine communications for senior leadership (e.g., global messages, news articles, talking points, brochures, presentations, etc.) developed by junior staff.
  • Leads the development of annual FEVS survey marketing materials, reviews products developed by junior staff and OCOM and provides to Internal Ombudsman and senior staff for approval.
  • Oversees content updates on employee-facing websites, SharePoint sites, and other methods of communication.
  • Develops metrics for measuring progress/success of Internal Ombudsman and employee engagement/change management initiatives. Manages projects independently, consulting with the Internal Ombudsman and senior staff as needed.
  • Composes project plans, requirements, process maps, schedules, milestones, and other project management materials.
  • Facilitates working groups and engagement forums. Captures information and creates documents recording processes, procedures, analysis, and resulting improvements and efficiencies.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is defined as experience planning employee engagement, organizational improvement, and change management programs and activities. This includes facilitating meetings; researching; utilizing software to manage projects, collect and analyze data, and create written work products; developing and maintaining SharePoint and websites; and implementing communication strategies.

  1. Knowledge of employee engagement, organizational improvement, and change management programs to review and make recommendations on the creation and dissemination of information to agency employees.
  2. Knowledge of agency mission, functions, organization, policies and programs to coordinate and facilitate information sharing, program activity and event planning, agenda creation, and guidance for junior staff members.
  3. Knowledge of qualitative and quantitative methods to gather and organize relevant data, validate data accuracy, develop metrics, and analyze the data to measure time or resources and/or capture and display quality improvements; and compose related trend and issues reports and recommendations.
  4. Skill in using automated and computer-based systems to research information, analyze data for internal reports and website development and management.
  5. Knowledge of project management principles and tools to compose documents such as work break-down structures or requirements language, project schedules, capturing issues and delays, communication plans and strategies, and closing documents such as lessons learned.
  6. Knowledge of conflict management processes to facilitate discussions, recognize issues, and take steps to mitigate potential conflict.
  7. Ability to establish working relationships and collaborate with employees at all levels, including senior levels.
