Duties

Help

  • Analyze, track, and maintain financial accounts and budgetary activities related to facilities and projects and coordinate with the Budget Division on all aspects of financial reporting.
  • Evaluate financial and business requirements directly related to facility projects lifecycle management to ensure awardees are financially compliant with the terms and conditions of their cooperative agreements and Federal regulations.
  • Develop and apply common practices to the competition for facility management, as part of the overall Large Facilities Office Business Systems Review process.
  • Develop new and innovative approaches for facilities management and related activities.
  • Perform administrative functions for internal agency operating programs and projects, including overseeing staffing actions, staffing allocations, space management, and travel requests.
  • Direct, train, and provide guidance to administrative staff and program directors on budget management and the use of financial systems.
  • Provide administrative input in the area of contract and procurement including the development of statements of work, the bidding process, and analyzing contract performance.
  • Analyze and resolve complex and unusual issues related to the budgetary operations.
  • Conduct studies/analysis of program operations in the areas of human capital, procurement/contracting, finance/budget, information technology, facilities and space management.
  • Serve as Division Point of Contact for human resources and financial management operations, as well as liaison for Federal Advisory Committee Act (FACA) committee management activities.

Qualifications

To qualify at the GS-13 level, you need to have one year of specialized experience equivalent to the GS-12 level in the Federal service analyzing financial and budgetary information and performing business activities pertaining to project lifecycle management and human capital operations. Examples include: conducting compliance reviews; evaluating projects; and developing and recommending solutions to complex and unusual issues to execute, track, and maintain related financial, budgetary, and operational activities and/or projects.

CANDIDATES WHO DO NOT MEET THE MINIMUM QUALIFICATION REQUIREMENTS OR WHO DO NOT SCORE IN THE BEST QUALIFIED GROUP MAY BE CONSIDERED FOR A DETAIL TO THIS POSITION IN LIEU OF A TEMPORARY PROMOTION. DETAILS MAY NOT BE MADE PERMANENT.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

* Any candidate selected for a detail will remain at their current grade and rate of pay.

* This detail/temp promo is for a period of 120 days and may be extended in 120 day increments up to 1 year without further competition.

* The detail/temp promo may be terminated at any time during this period.

* Upon conclusion of the detail/temp promo, you will be returned to your former office and position/grade. 

* If selected for a temp promotion, you may be made permanent without further competition at the discretion of the hiring office. Permanent placement is not guaranteed.

Relocation Expenses will not be paid.
