In this position, you will serve as Assistant General Counsel and provide legal advice, research, and analysis while directing and supervising a team of attorneys and other staff who are primarily engaged in working enforcement cases, conducting informal and formal investigations, negotiating conciliation agreements, and providing legal analysis and advice to supervisors in the Enforcement Division, the General Counsel, and Commissioners and their staffs.

Summary
In this position, you will serve as Assistant General Counsel and provide legal advice, research, and analysis while directing and supervising a team of attorneys and other staff who are primarily engaged in working enforcement cases, conducting informal and formal investigations, negotiating conciliation agreements, and providing legal analysis and advice to supervisors in the Enforcement Division, the General Counsel, and Commissioners and their staffs.
As the Supervisory Attorney Advisor (Enforcement) in this position, you will serve as a legal advisor to the Associate General Counsel for matters relating to the enforcement of the Federal Election Campaign Act (FECA), the conduct of investigations into alleged violations, and the Commission's implementing regulations. Specifically, you will exercise managerial responsibility for:
Implementing the FEC's enforcement programs, including the timely completion of enforcement case work;
Coordinating enforcement activities within OGC. As necessary, consults and receives FEC staff suggestions for the preparation and handling of cases before the Commission;
Staying current with all changes in the relevant law; and
Attending, supervising staff, and participating in Commission meetings.
Additionally, you will be responsible for:
Reviewing and editing work product for clarity, accuracy, and consistency with relevant law and precedent;
Supervising investigations as authorized by the Commission;
Supervising negotiations and making recommendations to the Commission regarding acceptance of conciliation agreements;
Assisting Division management with case staffing;
Planning and scheduling long-range work plan and deadlines;
Serving on OGC hiring panels or as rating official;
Overseeing the Performance Management program within the team, including evaluating staff against established performance standards;
Effectively managing and motivating staff;
Fostering staff's continuing professional development. This includes both filling skill gaps and building leadership qualities through mentoring and targeted training suggestions;
Recommending and taking appropriate corrective actions and disciplinary measures, consistent with the Labor Management Agreement, to promote the efficiency of the service;
Reviewing leave requests; supervising staff time and attendance; and
Assuming responsibility for special projects as the Deputy Associate General Counsel or General Counsel for Enforcement may assign.

Qualifications

Basic Requirements (applicable to both grade levels):
A. Education: Possess a J.D. or LL.B degree from a law school accredited by the American Bar Association. (You must submit a copy of your unofficial or official transcripts.)
AND
B. Bar Membership: Be an active member in good standing of a state, the District of Columbia, the Commonwealth of Puerto Rico, or territory of the United States. (You must submit a copy of your current Bar card, or letter of good standing).
In addition to meeting both of the Basic Requirements above, you must meet the experience requirement described below:
Experience Requirement:
At least 4 years of progressively responsible experience as a practicing attorney providing counsel on a variety of legal issues such as administrative and constitutional law, or other similar areas. At least one year of this experience must be comparable in scope and responsibility to the GS-14 level providing legal advice, analysis and research on a range of complex issues. This must include activities such as: (1) conducting extensive legal research of policies, regulations, and/or compliance questions, including researching precedent or opinions bearing on a legal issue; (2) managing, organizing, and planning work activities for a program or program area; (3) providing guidance in establishing the course and conduct of investigations; (4) testifying and/or presenting in proceedings and other hearings, trials, and depositions; and (5) analyzing complex legal issues having to do with campaign finance law, including regulatory and constitutional issues.
In addition, you must provide a cover letter of at least two pages summarizing your evidence of the following competencies:
Compliance and Investigative Experience: Compliance and investigative experience in civil or criminal law enforcement, including the use of discovery tools such as written questions and depositions.
Leadership: Ability to influence, motivate, and coordinate the work of a team to meet organizational goals and timelines.
Legal Writing and Analysis: Ability to write clear, concise, and persuasive legal documents, and to review and edit the work of other attorneys. Ability to research, analyze, and explain complex legal issues.
Oral Communication: Makes clear and convincing oral presentations to individuals or groups; listens effectively and clarifies information as needed; communicates complex legal principles succinctly and clearly.
