Duties

Help
  • Collaborates with various levels of personnel across NRCS deputy areas and states to develop, propose, and recommend significant natural resources and conservation management program innovations or changes in support of major field office operations.
  • Partners with Agency leadership to ensure national consistency and technical compliance of natural resources management program functions and conservation implementation delivery.
  • Provides expert technical guidance and direction for assigned natural resources management programmatic segments.
  • Provides technical leadership related to all aspects of operation and management of assigned natural resources management programs or initiatives.
  • Gathers, analyzes, and interprets natural resources and other relevant data to evaluate the effectiveness of national accomplishments for use in program management and in quantifying environmental outcomes.
  • Develops modeling recommendations and model elements as a national expert in the natural resource profession, incorporating field level knowledge of conservation planning and agricultural private lands characterization.
  • Provides technical guidance to senior executives or other senior managers concerning all aspects and activities involving planning and coordinating natural resources management programs and activities of the agency.
  • Leads and coordinates software development to assist with program implementation.

This recruitment is for a temporary promotion not to exceed (NTE) 2 years. Temporary promotions may be terminated at any time. A temporary promotion made under competitive procedures may be extended up to five years if it meets the needs of the organization. At the end of a temporary promotion, the employee will be returned to his/her original position or to a position of the same pay/grade and in the same geographic location as his/her original position. This temporary promotion may be made permanent without further competition.

TIME-IN-GRADE REQUIREMENTS: Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.(Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See addition information.

BASIC REQUIREMENTS:
A. Degree: Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: This includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:

GS-13 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:
  • Identify and solve natural resources management problems;
  • Apply data analysis methods in order to evaluate natural resources management issues; and
  • Provide guidance to various organizations for carrying out their activities within their roles of natural resources management programs.
GS-14 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties:
  • Lead strategic planning processes for natural resources management programs and/or studies;
  • Apply data analysis methods in order to evaluate natural resources management issues;
  • Provide guidance to various organizations for carrying out their activities within their roles of natural resources management programs; and
  • Lead natural resources management studies or data analytic efforts in order to identify necessary improvements in natural resources management and conservation.
