Duties

Help

  • Provides supervisory leadership and direction to a subordinate staff of information technology specialists.
  • Oversees the daily activities of these employees from both personal and programmatic direction perspectives.
  • Provides strategic consultation to CIT, NIH, and HHS leadership.
  • Develops and maintains an annual IT budget for the Network Services and contributes to the development of the Service Area and Office -wide budgets.
  • Serves as a project manager and resource manager for projects involving engineering operations.
  • Tracks projects and assigns resources to projects following established project management standards and methodologies.
  • Provides assistance and guidance to resolve any unusual or complex engineering problems that may negatively affect existing systems.
  • Directs the development and documentation of standard operating procedures for network operations.

Qualifications

To qualify for a Supervisory IT Specialist (NETWORK), you must have IT-related experience as described below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. IT-related experience must demonstrate each of the four competencies listed below:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that you work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND to qualify at the GS-14 level:
You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-13 level in the Federal Government performing the following types of tasks: Overseeing operations and maintenance of an organizations Information Technology (IT) infrastructure; advising on procedures development for the implementation of new/upgraded system, hardware, software, and Local Area Network and Wide Area Networks; resolving complex customer problems relating to operating network systems and IT infrastructure; managing design, development, implementation, and support of systems and networks; and providing supervision or direction to other staff and contractors in providing network services.
