Duties

Help

  • The incumbent is responsible for the analysis of the legal issue in question, the development of the strategy to deal with the legal issue, and the content and means of delivery of the completed analysis of the legal issues. At this level, the incumbent frequently deals with IC leadership and other IC members (including Presidentially Appointed Senate Confirmed individuals), top leadership and management of CIGIE, and top management and attorneys of Offices of Inspector General (OIGs) and of other private and public organizations. As directed by CIGIE's Senior Assistant General Counsel, the incumbent may independently decide a broad array of procedural or substantive issues for presentation and deliver such presentation to: the IC; CIGIE leadership, management, and general membership; a member of Congress or senior congressional staff; senior Administration officials; and senior OIG officials.
  • Incumbent is an expert in the procedural and substantive aspects of the case, investigation, or other matter, and drafts critical guidance, advice, or presentations that are central to the disposition of the substantive aspects of the matter. Legal advice to the IC will be coordinated with the IC's statutory legal advisor, the Chief of the Public Integrity Section (PIN) of the Criminal Division of the Department of Justice (DOJ), or his designee.
  • The incumbent serves as an attorney with expertise in general administrative and other areas of law, to include the Inspector General Act of 1978, FOIA, the Privacy Act, the Federal Records Act, the Ethics in Government Act, Congressional requests, interagency agreements, whistle-blower protections, and equal employment opportunity. Supports the administration of CIGIE's IC-related and overall FOIA and Privacy Act programs, providing technical legal advice and guidance to key officials on related activities, processing requests, and providing information required for quarterly and annual reports.
  • Coordinates with other staff assigned to support CIGIE's FOIA and Privacy Act program. Performs other duties as assigned to support the responsibilities of CIGIE's OGC.

Qualifications

Only experience and education obtained by the closing date of this announcement will be considered.

You must meet all of the following qualification requirements.
1. You must possess a J.D./LL.B. Law Degree from an accredited college or university.
2. You must be an active member in good standing of the Bar of a state, a territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
3. At least five (5) years of post J.D. legal experience, to include: 1) Providing legal advice, guidance, and support to a government agency in connection with the conduct of administrative, civil, or criminal investigations. 2) Conducting, directing, or providing strategic support on behalf of a government agency in an administrative, civil, or criminal investigation (strategic support means engaging in decision-making regarding investigative techniques and approaches to be applied in the course of an investigation); 3) providing legal advice, guidance, and support to a government agency in connection with requests for documents and other information from external individuals, including from the public (e.g., the Freedom of Information Act), the subjects of or witnesses in investigations (e.g., the Privacy Act), other government agencies, elected officials (e.g., Members of Congress), or the press; and 4) other legal experience relevant to the job duties above.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:

The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
