Help

  • Conducts audits, analyzes data and completes investigations.
  • Conducts routine monitoring in areas of previous compliance-related failures.
  • Analyzes data and develops recommendations, considering individual, policy, process, and system failures in determining the root cause.
  • Has knowledge of and/or be involved in investigative and compliance activities of a highly sensitive nature
  • Directs, develops, implements, and oversees multi-disciplinary, health-care system-wide Compliance Section within the scope of the VHA mandated Research Program, Privacy/ FOIA Program, Records Management Program, Conflict of Interest, and Compliance & Business Integrity (CBI) Program
  • Ensures that there are risk-driven internal controls in place throughout the healthcare system to monitor Compliance Section activities and these controls are reviewed by the Compliance Committee on a periodic basis
  • Ensures that the policies and procedures within each program area align with VA Central Office, VA Office of Inspector General, as well as other organizations that provide oversight of the healthcare system.
  • Conducts and/or coordinates investigations on reported incidents of non-compliance with VHA administrative policies and directives pursuant to VHA policy.
  • Maintains awareness of laws and regulations impacting all disciplines within the program.
  • Possess in depth knowledge of health care compliance program operating procedures.
  • Possess comprehensive knowledge and understanding of Title 38 United States Code Sections 5701, 5702, 5705 and 7332.
  • Effects minor disciplinary measures such as written counseling's and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken.
  • Determines issues, areas, and/or subject matter that create risk for the organization and makes recommendations to executive leadership as to how to avoid or minimize the identified risks.
  • Completes an annual Risk Assessment, which will guide auditing and monitoring efforts and will be re-assessed at least quarterly.
  • Creates a formal, written training and education plan for all disciplines within the Compliance Section.
  • Prepares reports for the Medical Center Director detailing compliance initiatives within all disciplines of the Compliance Section.
  • Creates a formal, written plan for auditing and monitoring activities of access practices as well as areas within all disciplines of the Compliance Section.
  • Hears and resolves employee complaints and refers serious unresolved complaints to higher level management.
  • Develops, modifies, and/or interprets performance standards for all supervised employees.
  • Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
  • Executes and maintains a robust training program within the Compliance Section to ensure staff is knowledgeable of all content areas to maintain the multi-disciplinary scope of the section.
  • Monitors the implementation of process improvement projects that are the result of findings made by the Compliance Section.
  • Maintains processes to receive complaints, questions, and concerns regarding healthcare system business, research, privacy and records management practices and internal regulations, and adopts procedures to protect the anonymity of complainants.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/19/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Undergraduate or Graduate level of education in Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Bachelor's Degree.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. Some walking and standing may occur in the course of a normal workday in connection with travel to and from meetings and conferences. The employee may carry light items such as reports, data products and notebooks; however, no special physical ability is required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
